We are seeking an experienced

Operations Transformation Consultant to lead the design and delivery of a large-scale, multi-year operational transformation programme across a complex national infrastructure estate.

We are looking for a senior transformation leader or consultant who has successfully delivered enterprise-wide operational transformation programmes within complex, asset-intensive environments.

The transformation focuses on fundamentally changing how the infrastructure estate is managed, including operational processes, supplier management, governance, asset data, access management and safety standards, creating a proactive, data-driven operating model that delivers long-term operational excellence.

The Opportunity

Reporting to senior leadership, you will shape and deliver a strategic transformation programme that moves the organisation to a fully integrated operating model.

You will work across executive leadership, operational teams, suppliers, customers and regulatory stakeholders to drive lasting change across a nationwide, safety-critical estate.

This is a highly visible role requiring exceptional leadership, stakeholder management and transformation expertise, with responsibility for embedding sustainable improvements that deliver measurable business value.

Key Responsibilities

  • Lead a multi-year operational transformation programme from strategy through to implementation and benefits realisation.
  • Design and implement a future-state operating model covering operational governance, supplier management, asset data, access management, works management and safety.
  • Establish programme governance, executive reporting, steering committees and assurance frameworks.
  • Drive organisational change, challenging legacy processes and embedding new ways of working.
  • Align internal teams, suppliers and customers to consistent operational standards and governance.
  • Improve operational performance through data, technology and digital transformation.
  • Ensure compliance with all health & safety, statutory and regulatory requirements.
  • Champion a culture of continuous improvement, operational excellence and performance management.

Experience Required

This role is suited to someone who has successfully led large-scale operational transformation programmes rather than day-to-day operational teams.

You will have experience

  • Leading complex operational transformation programmes within large, asset-heavy organisations.
  • Delivering transformation across operational processes, governance, supplier management, asset management, data, access control and safety standards.
  • Working within regulated or safety-critical industries such as infrastructure, utilities, transport, facilities management, energy, aviation, rail or telecoms.
  • Designing and implementing new operating models that improve governance, efficiency and operational control.
  • Leading large-scale organisational change and influencing senior executives through periods of transformation.
  • Using technology, systems and data to improve operational insight, governance and decision making.
  • Building strong relationships across executive teams, operational functions and third-party suppliers while influencing without direct authority.
