Procter Street is working on behalf of a leading civils contractor operating across the highways sector to recruit a Social Value Manager. This is a key role supporting delivery on long-term local authority frameworks, ensuring that social value commitments are not only met but embedded into project delivery. You’ll play a central part in shaping community impact strategies across multiple schemes, working closely with operational teams, clients, and local stakeholders.
The Role: As Social Value Manager, you will lead the development, implementation, and reporting of social value initiatives aligned with framework requirements and client expectations. This includes engaging with local authorities, community groups, schools, and supply chain partners to deliver meaningful outcomes such as employment opportunities, skills development, and community engagement programmes. You’ll be responsible for tracking performance against KPIs, managing reporting tools (e.g. TOMs), and ensuring social value is integrated from pre-construction through to project completion.
Responsibilities:
- Lead the planning and delivery of social value commitments across highways projects and frameworks
- Engage with local authorities, community organisations, and education providers to create meaningful partnerships
- Work closely with project teams to embed social value into day-to-day operations
- Manage and report on social value KPIs using recognised tools (e.g. TOMs)
- Coordinate employment, training, and apprenticeship initiatives within local communities
- Support bid teams in developing social value strategies for new framework opportunities
- Ensure compliance with client and framework-specific social value requirements
