The Corporate Income Tax Agency (CITA) is a statutory body established under the Corporate Income Tax Agency Act 2024. CITA is responsible for administering the corporate income tax regime. The Director of Taxpayer Services and Compliance reports to the Managing Director and is responsible for leading the taxpayer service function at CITA, ensuring efficient, transparent, and responsive interactions between corporate taxpayers and the Agency. The role exists to enhance taxpayer compliance, promote voluntary tax participation, and improve the overall taxpayer experience through the development of service delivery strategies, education initiatives, and digital solutions.

Key Responsibilities include but are not limited to the following:

  • Develop and implement a comprehensive taxpayer services strategy, ensuring high-quality service delivery and assistance.
  • Establish key performance indicators (KPIs) to measure service effectiveness and taxpayer satisfaction.
  • Oversee the integration of digital service delivery models, ensuring a seamless taxpayer experience through online platforms.
  • Ensure clear, accessible, and transparent taxpayer guidance materials, FAQs, and online resources.
  • Oversee taxpayer support functions, ensuring that queries, complaints, and appeals are handled efficiently and professionally.
  • Oversee the promotion of international tax compliance.
  • Serve as a liaison between CITA and corporate taxpayers, ensuring open and effective communication.
  • Develop a high-performing taxpayer services team.
  • Collaborate with IT and data analytics teams to improve service tracking, response times, and taxpayer insights.
  • Ensure compliance with Bermuda’s tax governance standards, including ethical service delivery and taxpayer confidentiality.
  • Monitor and assess risks related to taxpayer compliance and service accessibility, implementing mitigation strategies as required.

Qualifications, Knowledge, and Experience:

  • Bachelor’s degree in Accounting, Finance, Economics, Business Administration, Law, or a related field.
  • Master’s degree in Taxation, Public Administration, Finance, or Business is preferred.
  • Professional certification such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Tax Advisor (CTA), or equivalent is an asset.
  • Familiarity with tax administration best practices, including tax compliance, taxpayer education, and service delivery.
  • Knowledge of OECD and international tax regulations, including Base Erosion and Profit Shifting (BEPS) standards.
  • Expertise in public sector administration, governance, and regulatory compliance related to tax operations.
  • Minimum 12 years of experience in taxation, financial services, or public administration, with at least 8 years in a senior leadership role.
  • Experience managing large teams and leading service-oriented functions, ensuring operational efficiency and support.
  • Experience effectively overseeing the promotion of international tax compliance.
  • Experience responding to tax minimization schemes aimed at tax evasion and tax avoidance.
