Senior Finance Business Partner - Defence | Commercial Projects & Recharging | Wiltshire | £600/day.
For a Government Defence organisation based in Wiltshire, we are recruiting an interim Finance and Recharging Manager for up to 6 months working on a commercial project work-stream. This role will provide project financial planning and accounting, in-year finance management, investment appraisal and financial reporting supporting the specific project, as well as leading the associated recharging of the services consumed to customer organisations.
Main Duties:
- Delivery of Long-term Planning Submissions (SPC Strategic Planning Cycle) and Annual Budgeting Cycle (ABC) including options
- Delivery of In-year Budget and Forecast, coordinating monthly submissions and commentary
- Ensure the Project accounts, asset delivery and inventory information are accurate and reconciled, and that reporting (TLRFP and MVAF) is delivered
- Review Business Cases, and financial accounting returns
- Ensure compliance and governance framework is delivered, including discharge of effective financial requirements, Value for Money, and assurance
- Produce cost models to support evaluation of industry bids and provide robust investment appraisal reporting
- Develop recharging models for commercial services
- Work with service groups to develop and validate financial MI to support recharging to customers via Direct of Indirect Billing
- Coordinate indirect billing (financial journals) once recharging values have been agreed
- Monthly reconciliation of recharging and input into the monthly forecast reviews.
Person Specification:
- Previous Government, Security, Nuclear, or Defence experience
- Government Finance experience
- Financial planning and forecasting experience
- Charging / Billing / Recharging experience
- Investment appraisals and business case experience
- CP&F system experience is desirable
