We are seeking an experienced and proactive Community Engagement Manager to lead and deliver community relations across PEP’s project portfolio. This role is central to building trust, maintaining transparency, and ensuring meaningful engagement with local communities and stakeholders throughout the full project lifecycle – from early stage development and planning through to construction and delivery. You will combine strategic oversight with hands-on delivery, shaping engagement strategies that support project success while fostering positive, long-term relationships with communities, local authorities, councils, and key stakeholders.

Key Responsibilities

  • Develop and implement community engagement strategies for projects at pre-planning, planning, construction, and operational stages.
  • Prepare and finalise the Community Engagement Plan for the planning submission.
  • Build and maintain strong relationships with local communities, landowners, councils, and other key stakeholders.
  • Act as a primary point of contact for community enquiries, concerns, and feedback.
  • Facilitate transparent, consistent communication to build trust and social licence to operate.
  • Facilitate political engagement within the local community and wider community.

Project Support (Development & Delivery)

  • Support development teams in delivering effective consultation programmes for planning applications, including websites, webinars, letter drops, posters and other site marketing materials.
  • Lead community engagement activities including public consultations, exhibitions, and stakeholder meetings.
  • Work closely with project managers and construction teams to manage communications during construction phases, mitigating disruption and responding to community concerns around access, noise or other contentious issues.
  • Ensure the Community Benefit Strategy is successfully implemented.
  • Ensure engagement approaches align with planning requirements, regulatory expectations, and best practice.

Communications & Content

  • Develop clear, accessible, and engaging communications materials (digital, print, and in-person).
  • Support messaging that reflects PEP’s and Quinbrook’s values, sustainability goals, and community commitments; manage project-specific communication channels (webpages, newsletters, social media updates where appropriate).
  • Provide guidance on sensitive or complex messaging, particularly around construction impacts or planning issues.

Strategy & Continuous Improvement

  • Monitor and evaluate engagement effectiveness, using feedback to improve strategies and approaches.
  • Identify risks and opportunities related to community sentiment and stakeholder relationships.
  • Contribute to the development of company-wide engagement standards and best practice frameworks.
  • Support internal teams with advice and training on stakeholder engagement and communication.

About You

  • Significant experience in community engagement, stakeholder management, or communications – ideally within infrastructure, energy, or development projects.
