We are looking to source a Cost Management Lead who will serve as the technical expert in cost management across a strategic portfolio of projects. Reporting to the Strategic Portfolio PMO Lead, you will own and maintain cost management processes, templates, and tools, including Earned Value Management (CPI) and the Cost Breakdown Structure. You will support contingency management, oversee cost engineering personnel, and ensure consistent application of best practices throughout the portfolio.

Key Responsibilities

  • Technical Leadership: Serve as the cost management expert across the strategic portfolio.
  • Process Ownership: Develop, own, and maintain cost management processes, templates, and tools.
  • Earned Value Management: Implement and manage Earned Value techniques (CPI) to monitor project performance.
  • Cost Breakdown Structure: Maintain and update the Cost Breakdown Structure for the portfolio.
  • Contingency Management: Support contingency planning and risk management activities.
  • Team Support: Assist in recruiting and allocating Cost Engineers to various projects.
  • Training and Development: Upskill Cost Engineers and ensure the consistent application of the cost management playbook.
  • Governance Participation: Attend governance meetings as required, providing expert insights.
  • Reporting: Generate cost presentations and provide consolidated cost reports for the portfolio, integrating with PowerBI reports.
  • Control Accounts: Define control accounts for project delivery teams to monitor actual cost performance.
  • System Maintenance: Maintain the cost management system, ensure data integrity, and support the transition to S4 HANA.
  • Quality Assurance: Oversee and audit contractors\’ cost performance to ensure alignment with project objectives.
  • Knowledge Transfer: Facilitate cross-project knowledge sharing and lessons learned in cost management.

Qualifications and Experience

  • Bachelor’s degree in finance, Engineering, Project Management, or a related field.
  • Extensive experience in cost management within large-scale projects, preferably in the energy sector.
  • Proficiency with cost management software and tools (e.g., SAP, S4 HANA, PowerBI).
  • Strong understanding of Earned Value Management techniques (CPI).
  • Experience in developing and maintaining Cost Breakdown Structures.
  • Proven ability to lead and mentor a team of Cost Engineers.
  • Familiarity with risk management and contingency planning.
