The role supports oversight of PML's daily operations working closely with the broader PML Executive to ensure the business runs effectively, efficiently and to contractual and regulatory requirements. In addition, the COO is tasked with implementing the business strategies and plans laid out by the CEO focusing on operational execution in delivering the Annual Plan and achieving PML's goals.

PML is a successful not-for-profit, GP-led organisation providing various NHS community and primary care clinical services to patients across Oxfordshire and Northamptonshire. We have evolved as an NHS healthcare provider since 2004 and in the last few years have grown significantly, now employing around 300 staff with a turnover of circa £16m. PML holds GMS contracts, as well as being a GP Federation representing circa 50 GP practices covering approximately 650,000 patients. Job responsibilities:

  • Design & implement scalable solutions (systems, processes, and people) within established PML policy and Framework, required to support current operations and expected growth, to maximise efficiency and effectiveness of business operations, minimise risk and maximise resilience.
  • Develop, enhance, and optimise operational road maps and benchmarks.
  • Seamless coordination with departmental leads in identifying business development opportunities and addressing market challenges for existing operations, while effectively resolving any issues.
  • Lead and manage teams in focused initiatives providing support and guidance within PML policies and organisational goals and values.
  • Directly oversee some of the senior leadership team, and by extension, their departments.
  • Hold the department heads accountable to exceptionally high standards of execution & performance.
  • Cultivate clarity, trust, alignment, and accountability across the organisation while living PML values and code of conduct for leaders.
  • Effectively collaborate with the CEO, maintaining a high level of mutual respect to ensure the CEO is supported with business development and achievement of the overall strategic goals and objectives of PML.
  • Facilitate cross-departmental/service collaboration and strengthen internal communications with staff throughout the organisation.
  • Filter ideas and translate them into functional plans for the company through the relevant channels.
  • Ensure that everyone is following, and adhering to, the company's core processes, policies and operating system with consistency, including mechanisms for continuous improvement.
  • Ensure departments have the support & resources needed to deliver the best possible service for their staff and the patients which includes clearing bottlenecks and improving quality.
  • Working with the CEO, Finance Director and other Executives, prepare a comprehensive annual budget and longer-term financial plans for Board review and approval.
  • Hold oversight responsibility for the timely reporting and ongoing transparency and assurance with the Board about the organisations performance.
  • Closely monitor key performance metrics, ensuring service quality, speed, and resource efficiency consistently meet and exceed established targets.
  • Assess, maintain and build company resources to satisfy stakeholder objectives.

Skills and Abilities:

  • Outstanding coalition building skills with the ability to communicate and work effectively with a variety of internal and external stakeholders.

  • Fluent in budget management and experience of the not for profit sector.

  • Sharp commercial management and contract negotiating skills.
  • Solid grasp of data analysis and performance metrics plus benchmarking.
  • Ability to diagnose problems quickly and foresee and mitigate potential issues.

Qualifications:

  • BA or equivalent.
  • Masters in Business Administration or similar qualified.

Experience:

  • Significant executive level operational experience within a complex organisation.
  • Experienced in mergers and acquisitions, new business implementation and scaling of operations plus change management.
  • Strong commercial experience in complex service environment.
  • Health care experience or similar sector.
  • Legal or Contracting experience plus Programme Management.
  • Significant Board Director and Strategic Experience within a complex organisation.
  • Data Protection and Information Governance.
