Prime Recruitment Services are delighted to be recruiting on behalf of Lisburn City Council for an Estate Manager to play a key role in managing, developing and maximising the value of the Council's property and asset portfolio.

This is a fantastic opportunity to take on a varied and influential role, combining strategic asset management, property, maintenance, compliance, energy management, procurement and leadership.

What you'll be doing

As Estate Manager, you will take the lead in the effective planning, delivery and continuous improvement of estate and asset management services across the Council.

Your responsibilities will include:

  • Managing a comprehensive portfolio of Council properties and associated maintenance requirements.
  • Advising on property acquisitions, disposals, leasing and licensing.
  • Overseeing planned and preventative maintenance programmes and associated contracts.
  • Leading property surveys, project planning, cost estimates, economic appraisals and business cases.
  • Working closely with internal departments, contractors, consultants and external stakeholders.
  • Ensuring the Council meets its statutory property compliance responsibilities, including asbestos and legionella management.
  • Supporting energy, utility and carbon management initiatives, including identifying opportunities to improve efficiency.
  • Managing estate health and safety risks and coordinating inspections across Council properties and assets.
  • Leading, supporting and developing staff within the Estate Management function.
  • Managing budgets and contributing to business planning and strategic decision-making.
  • Preparing reports and recommendations for Council committees.
  • Identifying opportunities for service improvement, innovation and collaborative procurement.
  • Deputising for the Head of Asset Management when required.

What we’re looking for

We're looking for an experienced professional who can combine technical knowledge with strong leadership, communication and commercial awareness.

You’ll ideally have:

  • A third-level qualification such as a degree or NVQ Level 4 (or equivalent) in Estate/Asset Management, Engineering, Construction or a related discipline.
  • A minimum of 3 years' post-qualification experience in a comprehensive asset management environment.
  • Experience across areas such as property acquisition and disposal, property investment, energy and sustainability, asset maintenance, statutory compliance, procurement and contract management.
  • Experience of project planning and analysis and supervising staff.
  • Strong knowledge of relevant legislation, including CDM Regulations, Building Regulations and Health & Safety Regulations, together with relevant British Standards and construction contracts.
  • Knowledge of energy and building management systems and practices.
  • A full current UK driving licence and access to a car
