Job Overview

The Senior Pre‑Construction Manager is responsible for leading and managing the pre‑construction function across the business, including estimating, tendering, and early‑stage project planning. The role will ensure that all tender submissions are accurate, commercially robust, and aligned with business objectives. In addition, the role will provide leadership and line management to the pre‑construction team, ensuring consistency of approach, continuous development, and high standards of performance. The postholder will work closely with clients, internal stakeholders, and delivery teams to ensure a smooth transition from pre‑construction through to project delivery.

Duties and Responsibilities

  • Pre‑Construction Management
    • Lead and manage all pre‑construction activities across multiple tenders and projects.
    • Oversee the full tender process from initial enquiry through to submission and handover.
    • Review and approve estimates to ensure accuracy, competitiveness, and commercial viability.
    • Analyse and interpret project information to inform pricing strategies and delivery approaches.
    • Ensure accurate take‑offs from drawings, including labour, materials, and subcontract packages.
    • Develop and apply knowledge of construction sequencing and methodologies to support tender submissions.
  • Team Leadership and Management
    • Provide line management, support, and development to estimators and pre‑construction team members.
    • Set clear expectations, monitor performance, and support capability development within the team.
    • Ensure consistency in approach, standards, and output across all pre‑construction activities.
    • Promote a proactive, solutions‑focused and collaborative team culture.
  • Commercial and Client Management
    • Lead communication with clients to clarify specifications and manage RFIs.
    • Coordinate with subcontractors and suppliers to obtain competitive and reliable pricing.
    • Maintain strong working relationships with clients, suppliers, and internal stakeholders.
    • Support the business in securing work through high‑quality and competitive tender submissions.
  • Process and Performance
    • Oversee the use of estimating and pricing systems to ensure efficiency and accuracy.
    • Monitor tender pipeline, success rates, and performance metrics.
    • Provide regular reporting to senior management on pre‑construction activity and outcomes.
    • Identify opportunities to improve processes, systems, and overall function performance.
  • Collaboration and Handover
    • Work closely with operational and delivery teams to ensure effective project handover.
    • Attend site visits, surveys, tender reviews, and handover meetings as required.
    • Support the wider business unit and contribute to planning and growth activities.

Skills and Experience

  • Min NVQ level 3 diploma in construction contracting operations (estimator).
  • Experience with estimating / full tender submission process.
  • Previous experience mentoring, supporting, or coordinating others (line management experience desirable but not essential).
  • Good attention to detail.
  • Company vehicle.
