The successful candidate will lead the development and enforcement of governance frameworks to ensure robust oversight of capital projects, manage complex stakeholder relationships, and embed a culture of accountability. Key Responsibilities
- Design and embed a comprehensive capital governance structure to oversee the full programme life-cycle.
- Scrutinise capital proposals, evaluating the validity of business cases, risk registers, and option appraisals.
- Provide expert oversight on asset disposal processes, ensuring compliance with local government rules around best consideration.
- Foster strong collaborative relationships across departments, while confidently challenging processes and decisions when necessary.
- Navigate limitations within existing financial systems, notably Microsoft Dynamics, to improve data integrity and reporting.
- Drive cultural change by promoting disciplined, transparent, and strategic capital decision-making.
Essential Skills & Experience
- Extensive experience working within the UK local authority sector, with a clear understanding of governmental rules, regulations, and terminology related to capital.
- Proven track record in governance, process improvement, and project management within large public sector organisations, beyond just technical accounting.
- Demonstrable ability to interpret and challenge business cases, risk assessments, and financial proposals.
- Strong stakeholder management skills, capable of building trusted relationships and confidently asserting challenges.
- Relevant experience in asset disposal, valuation, and compliance, with a clear grasp of local government asset and treasury management principles.
- Fully qualified accountant.
