The Programme Manager will lead the delivery, governance, and coordination of PMO-led infrastructure and construction projects, with an initial focus on supporting the development of a strategic infrastructure bid opportunity in Ukraine. The role will lead programme planning, technical coordination, stakeholder engagement, and bid support activities during the pre-contract award phase. Subject to successful contract award, the successful candidate will deploy to Kyiv to lead mobilisation and delivery activities for the remainder of the contract period. The role requires strong programme leadership, commercial awareness, technical understanding, and the ability to operate effectively within complex and fast-paced environments.

Location & Deployment

The role will initially be based in London during the pre-contract award phase. Subject to successful contract award, the successful candidate will be expected to deploy to Kyiv to support programme mobilisation and delivery activities for the remainder of the contract period. Deployment and rotation arrangements will be agreed based on operational requirements, with an anticipated minimum of 75% time spent in Ukraine during deployment. If the current opportunity is unsuccessful, the role will remain primarily London-based, with periodic travel to Ukraine or other international locations in support of future projects and business development activities.

Key Responsibilities

  • Lead programme planning, governance, and delivery activities across PMO projects.
  • Coordinate and manage technical inputs into infrastructure and construction tender submissions.
  • Support project design development, scheduling, risk management, and reporting activities.
  • Act as a key customer and stakeholder interface for programme delivery matters.
  • Oversee programme controls, including RAID management, change control, and performance tracking.
  • Support procurement, commercial management, and subcontractor coordination activities.
  • Ensure compliance with contractual, quality, health & safety, and regulatory requirements.
  • Support business development and future tender activities as required.

Essential Requirements

  • Degree-qualified in Construction Management, Civil Engineering, Architecture, Project Management, or related discipline.
  • Recognised Project or Programme Management qualification (e.g. APM PMQ, PRINCE2 Practitioner, PMP, or MSP).
  • Proven experience delivering large-scale infrastructure or construction programmes (£10M+).
  • Experience managing projects across the full lifecycle, including design, procurement, construction, and handover.
  • Strong programme governance, stakeholder management, and commercial management capability.
  • Familiarity with NEC, JCT, DEFCON, or similar contractual frameworks.
  • Strong understanding of construction delivery, project controls, and health & safety compliance.
  • Proficient in project planning tools such as MS Project or Primavera P6.
  • Willingness and ability to travel internationally, including deployment to Ukraine if required.

Desirable Requirements

  • Chartered status with ICE, CIOB, RICS, or equivalent professional body.
  • Experience delivering projects within defence, government, or operational environments.
  • Familiarity with UK MOD standards and security-cleared infrastructure projects.
  • Experience supporting complex bids and tender submissions.
  • Military engineering or operational infrastructure experience.
  • Experience with BIM, digital construction tools, or sustainability frameworks.

Ideal Candidate

The ideal candidate will have strong infrastructure or construction programme delivery experience, ideally within defence, government, or operational environments, combined with the ability to lead multidisciplinary teams and deliver projects in complex or challenging locations.
