Counter Intelligence and Security (CI&Sy) Lead

We are seeking a highly skilled and experienced Counter Intelligence and Security (CI&Sy) Lead to join our team at Prevail Partners. The ideal candidate will possess a background in UK intelligence community, police, military, or government services and have a deep understanding of counter-intelligence threats, insider threats, and security risk management.
Key Responsibilities
- Establish and lead a Counterintelligence Programme to detect, deter, and mitigate hostile intelligence threats.
- Conduct threat assessments and implement security strategies to counter espionage, influence operations, and adversarial intelligence activities.
- Develop protective security measures to safeguard personnel, sensitive information, and critical assets.
- Oversee counter-surveillance and counter-technical surveillance efforts to detect and neutralise hostile intelligence threats.
- Provide insider risk guidance, working with HR and IT security teams to manage personnel security vulnerabilities.
Security & Risk Management
- Develop and enforce security policies aligned with UK Government standards and industry best practices.
- Oversee security vetting processes, ensuring personnel obtain and maintain appropriate security clearances.
- Conduct security risk assessments across physical, cyber, and operational domains, advising on mitigation strategies.
- Lead incident response efforts, ensuring a structured approach to investigating and addressing security breaches.
- Work closely with IT security teams to protect against cyber-enabled espionage and hostile network intrusions.
- Provide intelligence analysis on hostile intelligence actors, espionage threats, and geopolitical risks.
- Conduct and oversee internal and external security investigations, supporting enforcement and response actions.
- Develop and deliver counterintelligence and security awareness training to personnel.
- Maintain liaison with UK Government security agencies, law enforcement, and private sector partners to enhance intelligence-sharing and security coordination.
Compliance & Reporting
- Ensure compliance with UK security regulations, legal frameworks, and internal governance policies.
- Produce detailed reports on security status, incidents, vulnerabilities, and recommended improvements.
- Provide security briefings and risk assessments to senior leadership, advising on emerging threats and countermeasures.
Requirements
- Proven UK intelligence community (UKIC) background, or specialist military counter intelligence background.
- Extensive experience in counterintelligence, protective security, and operational security within government or private sector security environments.
- Strong expertise in espionage threat detection, personnel security, and counter-surveillance methodologies.
- Experience working with classified information, including compliance with HMG Security Policy Framework and the Official Secrets Act.
- Ability to conduct security risk assessments and implement effective mitigation strategies.
- Experience leading security investigations and insider threat assessments.
- Strong ability to engage with senior stakeholders, provide strategic security advice, and deliver intelligence briefings.
- Security Clearance: Ability to obtain and maintain UK security vetting.
- Experience in private sector intelligence or security roles post-government service.
- Knowledge of ISO 31000, ISO 27001, and protective security standards.
- Familiarity with cybersecurity risks and collaboration with IT security teams.
