The Council are seeking to appoint a Home Energy Officer to add capacity and relevant experience to support and develop the Councils commitment to delivering improvements in energy efficiency across Preston’s private sector housing stock. This is a newly created post and will be based in the Private Sector Housing team, although the expectation is that the postholder will work collaboratively with colleagues both in and outside the Council to deliver and manage funded programmes and interventions around domestic energy efficiency, prepare funding bids and act as the Councils principal representative on the Lancashire Energy Officers group.

Educated to at least degree level or equivalent, preferably in a housing or energy efficiency/sustainability related subject, you must have both knowledge and experience of housing retrofit programmes, applying for and managing funding programmes and organizing marketing and promotional activities. Excellent communication skills with the public, a wide range of colleagues and other professionals are a key requirement, as is the ability to organize work, meet deadlines, and be comfortable working either as an individual or part of a team.

As an employer we like to thank our employees for their hard work and commitment by giving them the opportunity to access a range of employee benefits including flexi time, hybrid working, a minimum of 30 days’ annual leave (plus Bank Holidays), family friendly policies, access to an Employee Assistance Programme, Local Government Pension Scheme, AVC’s, life assurance scheme, payment of professional fees, discounted parking, bus and rail fares, a cycle to work scheme and access to a healthcare insurance scheme.

For further information regarding the post, please email Eirian Molloy, AD (Housing standards and Improvement). The proposed interview date is the 10th February 2026.
