Job Title: Home Manager Lawnfield House Council: Council for Social Witness Salary Scale: CSW Management Scale 2, Points 4-8 (£43,764 – £49,235 per annum) Responsible to: Regional Care Manager MAIN FUNCTION OF JOB To be responsible, through management and staff leadership, for promoting and ensuring the highest standards of care, in compliance with statutory requirements, to meet the physical, social, emotional and spiritual needs of the residents within the Christian ethos of the Presbyterian Church in Ireland. To ensure the Home is run efficiently and effectively whilst safeguarding service users. BACKGROUND INFORMATION The Council for Social Witness is part of the work and witness of the Presbyterian Church in Ireland and its aim is to provide care for people in a specifically Christian ethos and environment, placing great emphasis on offering spiritual support and encouragement to residents, as well as physical care. Lawnfield House is a purpose-built 18-bedroom residential care home located in Newcastle, nestled under the scenic Mourne Mountains. Lawnfield House provides 24-hour care for people with disabilities such as physical disabilities, visual/sensory impairments, mild learning disabilities and frail elderly. It offers both permanent and respite placements. The Home operates a no smoking policy. RESPONSIBILITIES AND DUTIES CARE OF RESIDENTS To be responsible for the daily care and well-being of the residents. To be responsible for the regular assessment and monitoring of residents progress in conjunction with appropriate professional staff. To be responsible for the formulation and review of residents care plans and for providing feedback to residents, relatives and allied professionals. To be responsible for the maintenance of accurate, up-to-date records of residents care and their safe and confidential storage. To be responsible for ensuring that in-House programmes and activities are delivered to meet the physical, social, emotional and spiritual needs of the residents To ensure the safe storage, distribution and supervision of residents medication and medical records. To organise regular residents meetings. To meet the needs of residents receiving Palliative Care. To ensure a range of activities/events are provided to stimulate residents and that encourages their independence and in particular to develop links with local community and to ensure resident involvement in community life / activities. To interview and assess prospective residents both permanent and for respite care. STAFF/VOLUNTEER MANAGEMENT To be responsible for staff management practices within the Home and for the supervision of staff when on duty. To participate in the recruitment and selection of staff within equality practices/standards. To exercise the designated responsibilities of a Home Manager within the Staff Disciplinary, Grievance and other Staff procedures ie. staff sickness / absence / complaints procedures. To manage staff hours to meet occupancy levels and dependency needs of residents as required. To be responsible for the induction and training of all staff and volunteers, including night time staff, and the on-going identification and meeting of staff training and development needs, whilst ensuring mandatory training is delivered. To be responsible for the operation of the staff supervision and staff appraisal systems. To hold regular staff meetings to ensure good communication and work practices. To play a key role in the overall work of the Council, by attending appropriate meetings, working groups etc. To ensure that all staff adhere to the Christian ethos of the Home (e.g. in terms of language and conduct). To ensure that the home is adequately staffed at all times to meet the needs of residents. To organise and participate in the homes emergency call arrangements. To encourage and support volunteers and facilitate the involvement of the Local Support Committee. To ensure staff comply with their Regulatory Body standards (NISCC, NMC etc) and are appropriately registered. COMMUNICATIONS To promote and market the Home within the wider Church and the local community by e.g. undertaking or arranging speaking engagements, as appropriate, submitting articles/photos for PCI website/literature i.e. PCI senior members groups, PW groups. To attend and report to the Local Support Committee. To liaise with the RQIA. To submit a report to the Regional Care Manager on a monthly basis and liaise as required. To be responsible for liaison with residents families, next of kin and other professional staff involved with the care of the residents. To manage the catering staff regarding all aspects of the catering service to ensure a high standard of provision of residents. To identify maintenance requirements in the Home and manage maintenance personnel to ensure work is carried out. To communicate with the Care Managers/ Physiotherapists, Occupational Therapists and Speech and Language Therapy staff as required. To deal with general enquiries about the Home. REGULATORY REQUIREMENTS To ensure staff compliance with PCI/CSW policies and procedures and professional Codes. To liaise with Regulation and Quality Improvement Authority (RQIA) personnel and ensure appropriate responses to any RQIA reports are prepared. To ensure compliance with legislation, including Regulations and Standards relevant to Residential Care Homes, including Health and Safety requirements. To ensure CSW quality audits are carried out regularly in all aspects of the service provided (including medicines, infection prevention and control, and environment. To ensure staff are registered with NISCC (or other relevant professional body) and comply with relevant Codes of Conduct and Practice and that they maintain their registration through Continuous Professional Development. To ensure staff attend mandatory training. ADMINISTRATION AND FINANCIAL To manage the Home within approved budgets and contribute to the budget setting process. To prepare rotas and sign off time sheets for staff. To prepare monthly reports. To ensure high occupancy levels are maintained. To order supplies. To be responsible for collection of fees, petty cash and for keeping related financial records up-to-date. To ensure maintenance is carried out. To ensure all documentation is appropriately completed and meets legislative standards. To organise in-house training To follow financial procedures regarding expenditure and also monitor income/expenditure. ADDITIONAL DUTIES To ensure daily devotions are undertaken, and in particular a Christian Calendar of events i.e. Harvest/Christmas/Easter. To undertake any other relevant duties, which may be required. Ensure high occupancy levels are maintained. Ensure all residents receive the appropriate pastoral care. To provide an efficient and effective service. To take forward plans to provide day support for people living locally. To oversee the day support facility and ensure appropriate compliance. To adjust Service provision to meet the changing needs of residents ie dementia provision. Qualifications and Knowledge Essential Knowledge and understanding of the current legal responsibilities of the post and standards for the service, including the need for management and delivery of person-centred services Computer skills for word processing and e-mailing Desirable Experience of using Microsoft Office 2. Relevant Experience Essential EITHER 1. One of the professional qualifications below: (a) a professional social work qualification and registered on the appropriate part of the Northern Ireland Social Care Council (NISCC) register, without condition; or (b) a first level registered nurse on the appropriate part of the Nursing and Midwifery Council register; or (c) allied health professions* registered with the Health Professions Council. and 2. A minimum of four years work experience in health and social care setting with people whose needs are similar to those of people living in Adelaide House. At least two years of this experience must be in a relevant operational management capacity in a health and social care setting. OR 3. One of the following qualifications: I. QCF Level 5 Diploma Leadership and Management in Health and Social Care (Adult Residential Management) Northern Ireland and Wales II. Level 5 Diploma Leadership and Management in Health and Social care (Adult Residential Management) Northern Ireland and Wales III. Level 5 Diploma in Leadership and Management in Health and Social Care Northern Ireland (Adult Residential Management) and 4. a minimum of five years practice experience in any health and social care setting with people whose needs are similar to those of people living in Lawnfield House. This must include at least two years relevant experience in an operational management capacity** in a health and social care setting. *art therapists, dieticians, occupational therapists, orthoptists, orthotists, physiotherapist, podiatrists, prosthetists, radiographers, or speech and language therapists **relevant management experience may include a management post in health and social care team/service, staff management, service supervision, caseload management, care management, resource management, student supervision, project management 5. Experience of working to improve service quality 6. Experience of formal staff supervision and appraisal procedures Desirable Experience of liaising with RQIA Experience of administration, in particular preparing staff rotas and time sheets Experience of managing budgets Experience of staff recruitment and selection 3. Must be available for flexible working, including responding to emergency calls at night and week-ends as required. Must meet the requirements set out in the Residential Care Homes Minimum Standards (v.1.1) for registration with the Regulation and Quality Improvement Authority as a registered manager Satisfactory Enhanced Access NI check.
