The Quantity Surveyor at PREAH Building Services plays a key role in the commercial management of Mechanical and Electrical (M&E) projects, supporting the successful financial delivery from inception through to completion. This position is responsible for cost control, contract administration and procurement activities, ensuring projects are delivered within budget while maintaining high standards of quality and compliance. Working closely with project teams, clients, and supply chain partners, the Quantity Surveyor provides accurate financial reporting, manages commercial risks, and supports effective decision-making. The role contributes to the overall profitability and performance of the business, while upholding PREAH’s commitment to safety, value, and client satisfaction.

Core Responsibilities

  • Prepare and manage detailed cost estimates, budgets, and financial plans for Mechanical & Electrical (M&E) projects.
  • Monitor project costs against budgets, identifying variances and implementing corrective actions where necessary.
  • Assist in the preparation and management of Cost Value Reconciliation (CVR) to track project performance and profitability.
  • Ensure accurate cost forecasting throughout the project lifecycle.

Contract Administration

  • Administer contracts in accordance with standard forms (e.g. JCT/NEC), ensuring compliance with contractual obligations.
  • Review and interpret contract documents, identifying risks and opportunities.
  • Manage variations, change control processes, and ensure proper valuation and agreement of all changes.
  • Support the preparation and submission of interim valuations and final accounts.

Procurement and Subcontractor Management

  • Prepare bills of quantities and tender documentation for subcontract packages.
  • Evaluate subcontractor quotations and assist in the appointment of subcontractors.
  • Negotiate commercial terms to ensure best value and alignment with project budgets.
  • Manage subcontractor accounts, including payments, variations, and final accounts.

Financial Reporting and Analysis

  • Produce regular financial reports, including cost reports and cash flow forecasts.
  • Provide accurate and timely commercial updates to senior management.
  • Analyse project performance, identifying risks, trends, and opportunities for cost savings.
  • Maintain detailed and accurate financial records in line with company procedures.

Risk and Value Management

  • Identify commercial risks and implement mitigation strategies.
  • Contribute to value engineering exercises to optimise project costs without compromising quality.
  • Support the commercial team in improving cost efficiency and project profitability.

Stakeholder and Project Team Coordination

  • Work closely with project managers, engineers, and clients to ensure commercial objectives are met.
  • Attend project meetings, providing commercial input and updates.
  • Liaise with clients, consultants, and subcontractors to resolve commercial issues effectively.

Compliance and Governance

  • Ensure all commercial activities comply with relevant UK and Scottish regulations, industry standards, and company policies.
  • Maintain proper documentation for audit and legal purposes.
  • Assist in the resolution of disputes and claims in a professional and timely manner.

Qualifications and Experience

  • Degree or equivalent in Quantity Surveying or a related discipline.
  • Experience within Building Services (Mechanical & Electrical) preferred.
  • Knowledge of standard forms of contract (JCT, NEC).
  • Strong commercial awareness and analytical skills.
