Export Control Manager in Harlow

Overview

Export Control Manager based in Harlow, Glenrothes or Gloucester. Hybrid working: 3 days a week.

Responsibilities

• Support of Global Trade activity across all business areas.
• Dissemination and briefing of all Raytheon UK domestic and international policies and procedures to ensure world‑class export control compliance.
• Support export classification of contract deliverables.
• Implement, create, maintain and authorise Agreement Export / Import Compliance Plans (AEICPs) by business area.
• Commercially manage and prepare all necessary licences and documentation to enable timely, cost‑effective and compliant deliveries, including technology transfer requests, F680s or F1686s.
• Manage complex agreements (MLA, TAA, CA, etc.), including sub‑licencee and NDA reviews, approval of DN/TCN activity, and ensure all activities are authorised under the relevant agreement.
• Support the implementation of mandatory group export control training at awareness, enhanced and advanced levels.
• Work with business on new and existing opportunities, manage all GT obligations relating to that area.
• Provide awareness training to external customers, suppliers, sub‑licencees and sub‑tier sub‑licencees as required.
• Support business area management leadership team.
• Attend and support gate reviews for all key business areas as requested.
• Provide expert guidance across the business area to ensure compliance with UK Export and Import regulations, US ITAR and EAR.
• Offer guidance and advice to staff and functional/programme offices.
• Undertake internal audits; address issues with appropriate business area and assist with corrective action plans.
• Track and monitor corrective actions from self‑assessments and audits.
• Support investigations of potential compliance breaches and assist in incident reporting to GT and RUK Legal.
• Generate reports and performance metrics; support Head of GT Operations on specific projects.
• Support trade compliance goals and objectives and improve processes using Six Sigma and lean tools.

Qualifications

• Extensive knowledge of U. K. Export Licensing Regulations, U. S. ITAR/EAR Regulations, shipping procedures and corporate compliance investigations.
• Experience in EXIM licensing, customs and border enforcement, global trade operations, and relevant regulatory regimes.
• Knowledge of industry best practices on EXIM processes.
• Excellent interpersonal, communication and writing skills with ability to learn quickly, work independently and manage multiple complex tasks.
• Experience engaging RUK business leaders to drive cross‑functional implementation of procedural solutions.
• Proactive, well‑organised, capable of managing volume and prioritising tasks.
• Sound judgement and meticulous attention to detail.
• Excellent leadership skills and ability to provide effective advice on EXIM matters.
• Computer literacy, including proficiency in Microsoft Office, EXIM and Global Trade tools.
• Strong business commercial awareness and team player.
• Graduate‑equivalent qualification preferred (e. g., Cranfield University Level 4 MSc accredited module in Political, Legal and Ethical frameworks of Defence with a focus on Strategic Export Controls or Graduate Member of Institute of Export).
