This is a permanent role, with a hybrid working arrangement upon agreement. The Senior Technical Project Manager will lead complex, multi-disciplinary programmes in a Technology Enabled Care (TEC) environment, governing the delivery of solutions supporting preventative care, independent living, digital health services, and integrated care pathways. This role requires deep expertise in technical programme delivery, product management, new, large-scale systems integration, digital product development, and TEC-specific service transformation. The postholder will work closely with technology partners to ensure safe, reliable, secure, and user-centred TEC services are deployed at scale.

Key Responsibilities

  • Lead end-to-end delivery of major TEC implementation and transformation programmes (e.g., digital alarm migration, dispersed housing upgrades, remote monitoring rollouts, or platform transitions).
  • Develop and manage programme plans, governance structures, RAID logs, financial controls, and risk mitigation strategies.
  • Coordinate multi-agency teams across technology suppliers, local authorities, NHS partners, and housing associations.
  • Establish robust governance aligned with TEC Quality Frameworks and digital health standards.
  • Lead technical integration programmes between TEC platforms, digital alarm receiving centres (ARC), IoT devices, sensors, mobile apps, and wider health and social care systems.
  • Work with architects, suppliers, and industry bodies to ensure interoperability with standards such as TSA Quality Standards Framework (QSF), NHS Digital, DTAC, and UKCA requirements.
  • Oversee API integrations, data flows, cyber security controls, and end-to-end system testing.

Product & Technical Management

  • Collaborate with Product Managers to shape TEC solution roadmaps, device ecosystems, and service enhancements.
  • Define user requirements based on insight from frontline practitioners, commissioners, and service users.
  • Support development of new digital TEC services including remote monitoring, predictive analytics, and preventative care technologies.
  • Evaluate technical feasibility, vendor solutions, and service design impacts.

Stakeholder & Partner Engagement

  • Build strong relationships with programme stakeholders including commissioners, clinical teams, service managers, housing providers, technology vendors, and care partners.
  • Communicate programme progress and technical decisions to executive stakeholders and governance boards.
  • Facilitate workshops, discovery sessions, user testing, and service design reviews.

Quality, Risk, Safety & Compliance

  • Through proper governance, ensure TEC services meet QSF, safeguarding, resilience, and safety-critical requirements.
  • Lead risk assessments for system migrations, device behaviour, service continuity, and telecare alarm reliability.
  • Embed a culture of continuous improvement, learning, and user-centred service delivery.

Required Skills & Experience

  • Experience managing programmes in digital health, social care technology, or IoT-enabled service environments (desirable TECS environment).
  • Product management experience, preferably within the TEC industry.
  • Expertise in system integration, data exchange, APIs, cloud platforms, and device connectivity.
  • Experience working within mixed delivery models involving local authorities, NHS partners, housing providers, and suppliers.
  • Strong knowledge of agile, hybrid, or traditional delivery methods.
  • Excellent analytical, stakeholder engagement, and communication skills.

Essential Qualifications & Professional Certifications

  • APM PMQ – Project Management Qualification.
  • PRINCE2 Practitioner and/or Agile certifications such as Scrum Master, AgilePM, or SAFe.
  • Service management knowledge: ITIL Foundation or demonstrable experience managing live service transitions and incident risk – particularly valuable for service continuity and incident management.
  • Relevant degree in IT, Engineering, Digital Health, Business, or similar or equivalent extensive experience.
  • Leading digital alarm migration programmes and analogue-to-digital transitions.
  • Working with telecare platform vendors, ARC providers, and IoT ecosystems.
  • Experience in health and social care environments, and regulated service delivery.
  • Familiarity with predictive analytics, remote monitoring, telehealth, and population health technologies.
  • ITIL Foundation – particularly valuable for service continuity and incident management.
