Accounting and Regulatory Policy – An opportunity has arisen for a Liquidity Policy specialist to join the Accounting and Regulatory Policy (Policy) team in London.
The Policy team is a global function within Finance that supports Morgan Stanley in achieving its business goals by providing independent, enterprise-level advice and oversight on accounting and prudential regulatory policy for a broad range of internal and external stakeholders. It safeguards the Firm’s financial integrity, regulatory standing, and risk profile, and supports strategic decision-making across the Firm.
Responsibilities
- Be part of a global team providing policy leadership on prudential regulation, including Basel standards, CRR/CRD, PRA rules, and related supervisory guidance.
- Develop robust, defensible interpretations to be applied consistently across the Firm, covering all Morgan Stanley businesses in the US, EMEA and Asia‑Pacific regions.
Liquidity Policy
- Advise on the liquidity regulatory policy implications of strategic initiatives, balance‑sheet changes, and evolving business models, with particular focus on liquidity requirements in the UK and EU.
- Develop Morgan Stanley’s internal policy positions on liquidity‑related prudential requirements.
- Review evolving UK and EU regulatory standards to assess their impact on the Firm, and develop policy positions in response to consultation papers.
- Represent Morgan Stanley in industry fora and working groups.
Wider Opportunities
- Provide technical leadership on balance sheet, capital and liquidity optimization.
- Contribute to a diverse range of projects, including implementing new regulatory requirements, supporting new business initiatives, and developing applications to regulators.
- Work on a broad range of prudential regulatory policy issues beyond liquidity.
- Provide advisory support to business units on new products and transactions.
- Work closely with many teams across Finance, Risk and other parts of Morgan Stanley.
- Apply an enterprise risk lens to policy interpretation, ensuring alignment between accounting outcomes, regulatory expectations, and the Firm’s broader risk appetite and governance framework.
- Support the Firm’s response to regulatory change by shaping policy positions, governance frameworks, and implementation approaches for high‑impact regulatory initiatives.
Qualifications
- Up‑to‑date knowledge of prudential regulatory frameworks and supervisory expectations, including Basel standards, CRR, and the PRA and FCA rulebooks, with strong knowledge of liquidity requirements such as LCR and NSFR.
- Experience working at a regulator or in a regulatory control / Treasury department or a similar function of a financial institution with exposure to a broad range of asset classes and businesses.
- Professional qualifications such as CA, CPA, ACCA, or an equivalent are beneficial but not essential where comparable experience can be demonstrated.
- Demonstrated ability to exercise sound judgement in complex, ambiguous situations, balancing technical rigor with commercial and risk considerations.
- Strong influencing and communication skills, with credibility to engage and challenge at a senior level.
