The Project Manager (HV & MV) is responsible for managing assigned high voltage and medium voltage switchgear/transformer projects in Singapore from contract award through commissioning, handover, and closeout. This role ensures projects are delivered on time, within budget, adhering to the highest safety and quality standards, and meeting all client specifications. These individuals lead and coordinate cross‑functional teams involved in sales handover, engineering, procurement, installation, testing, and commissioning.

Responsibilities

  • Project Delivery (Assigned HV/MV Projects)
    Manage multiple HV/MV switchgear/transformer projects concurrently from contract award through final client handover and closeout, ensuring alignment with project scope, timelines, and budget constraints. Coordinate with clients, consultants, and OEMs during factory acceptance test (FAT), site acceptance test (SAT), commissioning, and energization activities.
  • Planning & Scheduling
    Prepare project execution plans, milestone schedules, and short‑interval look‑ahead plans. Track progress across engineering, procurement, delivery, installation, and testing. Implement recovery actions and escalation where delays occur.
  • Budget & Cost Tracking
    Track costs against approved budgets and support cost‑to‑complete forecasting. Prepare supporting documents for invoices, manage variations/change orders and subcontractor claims to ensure project profitability and cash flow. Escalate risks relating to margin, cash flow, and contract compliance.
  • Stakeholder & Client Communication
    Serve as the primary point of contact for clients, contractors, OEM suppliers, and internal stakeholders. Lead coordination meetings, provide regular progress reports and manage client expectations effectively. Support management in contract clarifications, negotiations, and dispute resolution when required.
  • Risk & Issue Management
    Maintain a project risk register and ensure mitigation actions are implemented. Manage technical and commercial issues with support from engineering and site teams. Escalate high‑impact issues early with recommended solutions.
  • Safety & Quality Coordination
    Ensure all project activities adhere strictly to the company’s Workplace Safety and Health (WSH) policies, Singapore’s safety regulations, and project‑specific quality standards. Coordinate site safety compliance with client and utility site rules.
  • Cross‑Functional Coordination
    Coordinate internal handover from Sales to Project Delivery. Coordinate material deliveries with Logistics and OEMs. Coordinate installation works with the Installation team. Coordinate HV testing and commissioning with the Testing team. Ensure proper project closeout including as‑built drawings, O&M manuals, warranties, and final documentation.

Required Competencies and Certifications

  • Bachelor’s degree in electrical engineering, Project Management, or a related technical field is required.
  • Project Management Professional or equivalent certification is highly advantageous.
  • Minimum 5–8 years in electrical infrastructure projects and 3–5 years in a project management or project engineer capacity.
  • Demonstrated experience in one or more switchgear/transformer projects involving 6.6kV / 22kV / 66kV / 230kV / 400kV switchgear (air insulated or gas insulated) / transformer; Singapore market experience (especially SPPG pink pass holder) is strongly preferred.
  • Strong working knowledge of project planning and scheduling, progress reporting, cost tracking and project documentation and FAT/SAT coordination.
  • Familiarity with Singapore electrical safety practices, codes, WSH requirements and safety regulations.
  • Strong stakeholder communication and coordination skills.
