Positive Employment is currently recruiting for a Financial Transformation Lead (Adults Commissioning) for our client, a local government organisation based in Walsall. The successful post holder will lead a focused programme of financial recovery and transformation across adult social care commissioning services. The role will take ownership of developing and implementing a system-wide approach to financial management improvement, debt recovery and operational transformation, whilst strengthening relationships with health partners and internal stakeholders. The post holder will play a key role in driving sustainable change, improving financial performance and embedding robust systems and processes to support long-term service resilience. This role is a temporary contract with an initial contract length of 6 months with the possibility to extend. This role is hybrid working.

Duties and Responsibilities but not limited to:

  • Lead and deliver a programme of financial recovery and transformation across adult social care commissioning services.
  • Develop and implement the overall policy, framework and approach to financial recovery and financial management within commissioning.
  • Design, review and embed operational systems, processes and infrastructure to strengthen financial control and performance.
  • Lead debt recovery activity relating to commissioned services delivered on behalf of health partners.
  • Work collaboratively with Integrated Care Boards and wider health partners to reconcile and recover outstanding funding.
  • Establish clear delivery plans, milestones and performance measures to ensure progress is achieved within agreed timescales.
  • Provide assurance, updates and reporting to senior leadership, auditors and key stakeholders.
  • Identify and address underlying system and process issues contributing to financial pressures and outstanding debt.
  • Lead transformation initiatives aimed at improving operational efficiency, accountability and service performance.
  • Build strong working relationships across operational teams, commissioning services and external partners to support collaborative delivery.
  • Influence stakeholders across organisational boundaries to secure engagement, ownership and alignment.
  • Support the development of sustainable financial management practices to minimise future financial risk.
  • Analyse operational and financial information to identify trends, risks and improvement opportunities.
  • Drive continuous improvement and support the implementation of new ways of working across commissioning services.
  • Work independently to shape solutions, manage priorities and deliver outcomes at pace.

Personal Requirements

  • Significant experience leading commissioning-led transformation programmes within local government or a comparable public sector environment.
  • Proven track record of delivering financial recovery, service transformation and performance improvement initiatives.
  • Experience designing and embedding systems, processes and operational frameworks to support effective financial management.
  • Strong experience working across organisational boundaries, particularly with health partners and integrated care systems.
  • Excellent stakeholder management, negotiation and influencing skills.
  • Ability to lead complex change programmes independently and deliver against challenging timescales.
  • Strong understanding of adult social care commissioning and associated operational challenges.
  • Experience managing relationships with senior leaders, operational teams, auditors and external partners.
  • Strong analytical and problem-solving skills with the ability to interpret financial and operational data.
  • Excellent communication skills with the ability to present complex information clearly to a range of audiences.
  • Ability to build collaborative relationships and drive collective ownership of transformation activity.
  • Experience of delivering sustainable organisational change and embedding continuous improvement.
  • Strong organisational skills with the ability to manage multiple priorities and workstreams effectively.

Working Hours Monday - Friday

Pay £550.00 - £650.00 per day

Please note this role is within the scope of IR35.
