Positive Employment is currently recruiting for a HR Business Partner for our client, a local government organisation based in Southampton. The successful post holder will undertake a strategic HR assignment within Adult Social Care, working closely with senior leaders to deliver targeted workforce improvement initiatives. This is a delivery-focused role requiring an experienced HR professional who can translate strategy into practical, measurable outcomes, driving improvements in workforce performance, attendance, productivity, and manager capability. Working alongside the operational HR Business Partner, the post holder will lead a defined portfolio of workforce priorities and provide expert strategic HR support within a complex and fast-paced service environment. This role is a temporary contract with an initial contract length of 3 - 6 months with the possibility to extend. This role is hybrid working with 2-3 days in the office per week.
Duties and Responsibilities:
- Lead and deliver strategic workforce improvement projects across Adult Social Care services.
- Partner with Directors and senior operational leaders to implement sustainable improvement plans relating to attendance, sickness absence, workforce resilience and performance management.
- Develop and implement early intervention approaches to employee relations and case management issues.
- Drive improvements in return-to-work processes, attendance management and workforce productivity.
- Provide strategic HR advice and guidance on complex employee relations matters and organisational change programmes.
- Analyse workforce data, identify trends and develop evidence-based solutions to improve service performance.
- Support the delivery of workforce transformation and organisational improvement initiatives.
- Coach, mentor and develop managers to strengthen people management capability and confidence.
- Build effective working relationships with key stakeholders, including trade unions, senior leaders and HR colleagues.
- Develop clear action plans and ensure delivery of measurable outcomes within agreed timescales.
- Influence and challenge senior stakeholders constructively to support organisational objectives and workforce priorities.
- Work collaboratively with the wider HR team to ensure a consistent and proactive HR service is delivered across this organisation.
Personal Requirements:
- Significant experience operating as a senior HR Business Partner within a complex public sector environment.
- Proven experience working directly with Directors and senior leaders to deliver workforce improvement programmes.
- Demonstrable success in reducing sickness absence, improving attendance and enhancing workforce performance.
- Strong experience of organisational change, workforce transformation and complex employee relations case management.
- Experience working within unionised environments and managing multiple stakeholder relationships.
- Excellent analytical skills with the ability to interpret complex workforce data and translate findings into practical actions.
- Strong influencing, negotiation and stakeholder management skills.
- Ability to work independently, prioritise competing demands and deliver results within a fast-paced environment.
- Pragmatic, solutions-focused approach with a strong focus on delivery and measurable outcomes.
- Skilled in coaching and developing managers to improve leadership and people management capability.
- Membership of the CIPD or equivalent professional HR qualification is desirable.
- Previous experience within Local Government, Adult Social Care, Health or wider Care sectors is highly desirable.
Working Hours: Monday - Friday / 9:00am - 17:30pm
Pay: Circa £500.00 per day
