Are you looking to join a dynamic local government organisation based in Bristol? If so, this opportunity might be perfect for you! Our client is currently recruiting for a Finance Business Partner on a permanent basis, to lead on delivering high quality financial advice and commercial & financial expertise to their organisation. You will take a full and proactive approach in managing and delivering timely financial and management accounting services, including all aspects of budgeting, medium- and long-term financial planning, project and transformation programme support, forecasting, financial reporting and control. This will include long-term capital and resource planning for general fund, ring-fenced funds, partnership funds (e.g. West of England Combined Authority), closure of the annual accounts and companies wholly owned or which the organisation has a material interest.

Duties and Responsibilities but not limited to:

  • Responsible for providing comprehensive and innovative support to senior managers and councillors on a range of propositions, working collaboratively with services and staff across the finance function to effectively manage the lifecycle of complex propositions.
  • Act as an integral member of the finance management team and drawing on specialist expertise identifying, developing and supporting opportunities and initiatives to transform the delivery of financial services and governance across the organisation and contribute to strategic and operational developments.
  • Provide confident leadership and clear management to ensure the effective operational delivery of the service and significant, complex and high-risk programmes and projects and to contribute to strategic and operational development, drawing on the jobholder’s specialist expertise.
  • Provide trusted proactive robust strategic and operational financial management, commercial & financial planning advice and support related to option analysis, business case development and budget management.
  • Responsible for supporting the organisation and its directorates by understanding all the financial assets, liabilities and priorities for a business operation (assets, revenue, capital, funding streams & debt) and present options to senior managers to drive change, improve efficiency and enable strategic objectives to be achieved.
  • Lead and coordinate development of the council’s Capital and Investment Strategy, ensuring alignment with appropriate corporate strategies and asset management planning.

Personal Requirements:

  • Full CCAB or Certified Member of the Institute of Risk Management (or equivalent qualification).
  • Able to demonstrate an in-depth understanding of technical accounting in a Local Authority.
  • Sharp financial acumen to build robust commercial and economic models, define appropriate pricing strategies and ensure budgets & forecasts, including revenue and capital projections, are sound and support proposed changes.
  • Knowledge of International Financial Reporting Standards, the financial markets, funding requirements and opportunities.
  • Demonstrable knowledge of legislation relating to prudential borrowing and Housing financial regulations.
  • Knowledge / Experience in VAT including partial exemption and Treasury.
