Positive Employment is currently recruiting for a Corporate Programmes & Strategies Lead for our client, a government organisation in Devon. The successful post holder will manage the Programme and Strategies team, to lead on the project management of key corporate projects, the development and embedding of a programme/project management framework and structure that ensures sufficient oversight of corporate projects, the transformation journey including Local Government Reorganisation and leading on corporate risk, climate change and economic development. This role is a temporary contract initially for 3 months with the possibility to extend. This role is hybrid working with 2 days minimum required in the office per week.

Duties and Responsibilities

  • Development, implementation and monitoring of a programme/project management framework across the organisation.
  • Provision of strategic project management and risk advice and expertise to assist councillors (including the Chair, Leader, and Cabinet), the Executive Leadership Team (ELT) and Senior Leadership Team (SLT) and individual services.
  • Provide effective oversight of key projects and programmes, ensuring alignment between the Plan, Directorate Plans and service delivery and that key strategies are implemented.
  • Strategic co‑ordination and delivery of economic development, including employment growth, inward investment and the deployment of funding streams in line with the Council’s Economic Development Strategy.
  • Lead development and delivery of strategies and plans relating to programme/project management, risk, economic development and climate change including promoting the development of a low carbon economy.
  • Maintain the organisation’s risk register, providing advice and updates to the ELT, SLT and councillors as required including escalation of key risks as required.
  • Champion the organisation’s climate change ambitions and drive the implementation of the Climate Change Strategy and Action Plan.
  • Work towards a net zero position for the organisation by 2040 and contributing towards the Devon Carbon Plan.
  • Providing regular updates and reports to ELT and the project board in relation to corporate projects, ensuring they are informed of progress, risks and budgetary compliance.
  • Attendance at Cabinet and other Committees to present reports and respond to questions on complex and politically sensitive matters.
  • Lead and develop the Programmes and Strategies team, nurturing a culture of learning, continuous improvement.

Personal Requirements

  • Degree level qualification and/or equivalent demonstrable vocational experience.
  • Project Management qualification or clearly demonstrated experience of managing large scale projects.
  • Substantial experience and understanding of project and programme management disciplines.
  • Knowledge of how to achieve outcomes in a large and complex organization involving multiple stakeholders.
  • Strong financial and risk acumen with experience in managing large and complex projects.
  • Good understanding of the role and function of local government.
  • Previous experience in a senior management role.
  • Managing projects to successful outcomes, including procurement, bidding for funding, service planning and budget and risk management.

Working Hours

36 hrs / Monday – Friday

Pay £40.00 per hour

Please note this role is within the scope of IR35.
