We’re making a difference: Together, we can ensure that there is enough water for everyone, now and in the future. The Havant Thicket Reservoir Project is a major regional infrastructure scheme designed to strengthen long‑term water resilience and support local communities. In this role, you’ll support the commercial management of both the reservoir contract and associated pipeline works, providing cost control, contract administration and flexible support across the wider programme. It’s a great opportunity to develop your QS career on a high‑profile project with real environmental and social impact.

What will you be doing?

  • Support Project Managers in fulfilling their duties under the NEC contract ensuring compliance with contractual, commercial and governance requirements.
  • Support the Managing Quantity Surveyor in the commercial management of the Havant Thicket Project.
  • Maintain configuration control of NEC target cost contracts including target prices, fixed prices, KPI performance incentives and pain/gain share arrangements.
  • Validate project costs throughout the NEC target cost lifecycle including OCI and design phases.
  • Review, assess and challenge contractor information including programmes, early warning notices, compensation events, applications for payment and expenditure reports.
  • Provide ongoing commercial advice and assurance to Project Managers to support delivery to time and budget.
  • Support Project Managers to ensure projects are delivered within approved budgets.
  • Undertake accurate budget management, forecasting and financial reporting.
  • Interpret and critically assess cost and expenditure data from internal systems for example Power BI, IFS, CEMAR.
  • Support and contribute to internal and external audits including audits of contractor cost collection systems.
  • Ensure adherence to Portsmouth Water processes, procedures and the project lifecycle governance framework.
  • Provide end to end ownership for the timely, compliant and financially controlled delivery of allocated work packages or projects.
