Portsmouth City Council's Energy & Sustainability Services Team seeks to employ a Senior Energy Officer to act in a senior capacity and lead a team of energy officers and other technical staff to develop and deliver energy and sustainability projects for Portsmouth City Council.

Your new role

Leading a specialist projects team, you will identify, develop and deliver innovative energy and carbon reduction projects across the Council's housing and corporate estate, from feasibility and business case development through to procurement and delivery. You will manage a portfolio of high-value projects, secure external funding opportunities, oversee budgets and contracts, and lead the implementation of the Council's Minimum Energy Efficiency Standards programme. Working closely with internal and external stakeholders, you will ensure projects deliver environmental, operational and financial benefits while supporting the Council's wider sustainability objectives. This is a strategic and operational role requiring strong leadership, project management expertise, and a sound understanding of the evolving energy, sustainability and regulatory landscape.

Who is the person

You will be a qualified and experienced energy, sustainability or decarbonisation professional with a degree (or equivalent experience) in a relevant discipline, such as energy management, building services, sustainable design, renewables or environmental management. Membership of a relevant professional body, such as the Energy Institute (EI) or IEMA, is desirable.

You will have a proven track record of developing and delivering complex energy and sustainability projects, managing budgets, procurement activity, contractors and consultants, and securing successful project outcomes. You'll bring strong technical knowledge of energy efficiency and renewable technologies, alongside experience of energy auditing, modelling and business case development.

As a leader, you will be able to motivate, develop and performance manage a team of technical professionals, supporting staff development and building organisational capability. Strong communication and stakeholder management skills are essential, with the ability to influence, present to, and work effectively with partners and colleagues at all levels. You will also have a sound understanding of the legislative and regulatory framework governing energy services and the ability to identify opportunities, respond to change, and drive continuous improvement across the service. A driving license is essential for this role.

We offer hybrid working with the expectation to attend the office minimum 3 days a week (pro rata for part time), this remains flexible, depending on the role and subject to business needs. Interview date

Interviews will be held in person at the Civic Offices, Portsmouth between 16th September and 18th September 2026, and will last approximately 1.5 hours.
