Overview

The Council is looking for a dynamic and innovative individual to lead the organisation into the future. The successful candidate will need to build positive relationships with Councillors, staff, residents, community groups, businesses, and other local organisations.

You will have day-to-day responsibility for managing three senior Council managers and you will lead a team of 14 staff. You will lead the Council through a period of considerable change as we prepare to take over the ownership of local assets and services from North Somerset Council.

The devolution deal is expected to be completed in April 2026 with transitional contracts in place as we gear up to tender the work from April 2027. The implications will impact staffing, office accommodation and managing annual contracts in excess of £200,000.

Responsibilities

  • Lead day-to-day management of three senior Council managers and a team of 14 staff.
  • Drive the devolution of local assets and services; manage transitional contracts; prepare for tendering from April 2027.
  • Ensure effective staff management, office accommodation and management of annual contracts.
  • Deliver a wide range of quality services including recreation grounds, open spaces, allotments, community halls and the Portishead Folk Hall.
  • Develop and maintain positive relationships with Councillors, staff, residents, community groups, businesses and other local organisations.

Qualifications and Experience

  • Ideally CiLCA qualified with a minimum of 2 years in a similar role.
  • Exceptional applicants from outside the sector will be considered, with full support, training and mentoring to complete the CiLCA qualification within 18 months of commencing.

Role Details

  • Hours: Full-time (37 hours per week with flexibility)
  • Salary: NJC band LC4 SCP 46-54 (£58,523 – £72,307), which includes some evening and occasional weekend working.
  • Benefits: flexible working, up to 28 days paid annual leave plus public holidays, generous Local Government Pension Scheme.
  • Location: Portishead, England, United Kingdom.
