About the team

The Asset Management team are responsible for the continuous conditional oversight of Porterbrook's asset base by enacting a thorough inspection regime to ensure assets are maintained and redelivered commensurate with lease obligations. Additionally, the team manage, store, and distribute a significant strategic spares holding, provide leased spares oversight, facilitate asset storage and ensure robust governance over asset disposals.

Role Purpose

  • Undertaking activities associated with asset management, which include:
  • Managing the safe disposal of Porterbrook T&RS in line with procedure ENG/T2/28
  • Managing the harvesting of required spares from vehicles being disposed of and ensuring they are packaged and stored in an appropriate manner
  • Managing the Commercial sale of T&RS assets, providing technical assistance and guidance, as and when required by potential customers, and working with legal to ensure appropriate contracts are in place to limit Porterbrook liability
  • Managing the storage of off-lease vehicles, by confirming fleet have provided appropriate storage procedures, and then working closely with the maintenance services team, ensuring stored vehicles remain appropriately maintained and protected in accordance with agreed storage procedures
  • Managing the audit regime of strategic, leased and contractual spares, ensuring the assets are tracked and remain available to support the associated fleets
  • Producing annual summary reports for each fleet and analysing longer data trends to support the fleet team in prioritising rectification work with customers
  • Supporting the routine asset condition monitoring of vehicles, working closely with the Fleet Services and Maintenance Services teams in this respect to ensure that emerging issues are identified and mitigated appropriately prior to redelivery.
  • Support asset redeliveries at lease end, to ensure that assets are redelivered in an acceptable condition and without liability to Porterbrook
  • Supporting any other projects that fall within the Asset Management team remit

Key Responsibilities

Asset Disposal

  • Managing the disposal of the end-of-life Porterbrook T&RS assets by following the internal governance stipulated within ENG-T2-28, ENG-T2-24 and ENV-T2-05.
  • Ensuring that the company disposes of assets in an environmentally sound manner, in line with sustainability expectations, including any pre-disposal de-commissioning activities that need to be undertaken.
  • Agreeing a transparent disposal plan with appropriate suppliers, ensuring that sufficient capacity is being ringfenced to satisfy Porterbrook's ongoing requirements.
  • Ensuring a suitable decommissioning specification is available for earmarked units to be disposed of and contract the decommissioning prior to disposal.
  • Ensuring all documentation relating to ENG-T2-28 and ENV-T2-05 has been completed and retained for auditability.
  • Ensuring disposal documentation relating to ENG-T2-24 has been completed and retained for auditability.
  • Where asset sales/donations are agreed by the exec, work with the legal team to ensure suitable Sales and Purchase agreements are drafted and signed to limit future Porterbrook liability.
  • Managing the harvesting of any spares required from those vehicles being disposed of, in line with ENG-T2-28, to ensure Porterbrook can continue to support remaining fleets that still utilise such material.

Asset Storage

  • Working with the fleet team to ensure appropriate storage procedures are available for vehicles scheduled to enter storage.
  • Storage procedures should be written on a case-by-case basis considering the length of storage period and potential future use against the associated costs as per ENG-T2-30.
  • Working with the maintenance services team to manage the storage of vehicles by ensuring that the agreed storage procedures are being followed and any associated contracts are being enacted appropriately.
  • Ensuring ENG-T2-19 is followed when reclaiming spares from vehicles in storage.
  • Request vehicle movement booking as required with the relevant internal team.

Contractual and Leased Spares

  • Manage the audit regime of the leased, contracted & strategic spares with support from the Spares Manager and Contract Managers.
  • Provide cover for the Spares Manager to ensure that receipts and deliveries remain uninterrupted, providing consistent spares provision to the wider company.

Vehicle Condition Reporting

  • Support the vehicle condition monitoring process by costing the recorded defects and generating the annual summary reports, ensuring trends and patterns can be recognised.
  • Follow up with fleet teams to ensure appropriate rectification plans are formulated based on presented data.
  • Support the redelivery process by costing both defects and open work orders at redelivery to commercialise any potential exposure.
  • Work with the procurement team to periodically revalidate the costing model, ensuring base prices are in line with current market costs.
  • Work with the IT team to further develop and maintain the costing model, improving consistency and accuracy.
  • Carry out asset inspections when additional resource is required to complete redelivery/ad-hoc inspections, or as cover in periods of Asset Inspector absence.

Safe Working

  • Ensure safe working practices are always followed, and the appropriate PPE is worn when required.
  • Ensure all accompanying visitors and staff follow safe working practices and are aware of specific location requirements.

Reporting Function

  • Providing reporting regarding the status of assets being sold and disposed of, ensuring this is available within the Asset Management SharePoint site.
  • Continual reporting to the Head of Asset Management regarding personal activity being undertaken, both verbally and by email.
  • Provide regular liaison as required with all Porterbrook functions.

Other Duties

  • Assist in providing general support in all other areas covered within the Asset Management Department as required by the Head of Asset Management.
  • Support the wider Fleet Services and Engineering Services departments as required.

Skills / Experience

  • Knowledge of railway industry rolling stock, organisation, and players
  • Knowledge of contractual obligations and operating lease agreements
  • Knowledge and understanding of vehicle and spares asset management requirements
  • Knowledge and understanding of vehicle maintenance and overhaul requirements
  • Whilst visiting working depot environments, the appropriate PPE must be worn at all time
  • Whilst working within an office environment and attending meetings, smart business wear (e.g. shirt/blouse, trousers/skirt, formal shoes etc.) shall be worn
