The Role and Candidate
As part of our expanding European operations, we are seeking a Commercial Construction Manager – Quantity Surveyor (QS) – Europe to oversee cost management across our retail construction and development projects throughout the region.
In this role, you will act as the central point of contact for new store openings, refurbishments, and ongoing site improvements—ensuring all projects are delivered efficiently, cost‑effectively, and in full compliance with brand and technical standards. You will partner closely with internal teams, external contractors, and suppliers to ensure safe, high‑quality environments that support both retail teams and customer experience.
This is an excellent opportunity for a commercially minded QS with strong retail project experience who is eager to shape the future of POP MART’s European store portfolio.
Responsibilities
- Oversee cost planning, feasibility studies, and budget development for new and existing store projects across Europe.
- Manage the full lifecycle of cost management activities, including tendering, supplier onboarding, contract negotiation, and final account agreements.
- Partner with internal stakeholders and external specialists to ensure effective project delivery across multiple technical disciplines.
- Use advanced cost‑management tools and methodologies to challenge assumptions, identify efficiencies, and drive meaningful cost savings.
- Develop and maintain benchmark pricing models for stores across different regions, using brand standards and historical project data.
- Provide senior leadership with clear, data‑driven cost insights to support strategic planning and commercial decision‑making.
- Support a varied portfolio of works including general contracting, HVAC, electrical, fire safety, signage, shopfitting, flooring, and lighting.
Key Requirements
- A degree in Quantity Surveying or a closely related discipline.
- Proven experience in retail construction and cost management from a client‑side perspective.
- Strong analytical skills with the confidence to present cost assessments to senior stakeholders.
- Excellent negotiation, influencing, and stakeholder management capabilities.
- A collaborative working style with the ability to build strong relationships across teams and regions.
- Flexibility and willingness to travel within the UK and Europe as required.
