Role Overview
The Learning & Development Business Partner (L&D BP) plays a key role in shaping and delivering the organisation’s learning strategy, partnering with leaders to identify capability needs and create targeted development solutions that strengthen capability and drive productivity, safety, quality, and long‑term workforce growth. While the role’s primary focus is supporting the Civils business, it also contributes to wider divisional priorities by working across business units, delivering training, and supporting broader L&D initiatives to ensure alignment and consistency.
Key Responsibilities
- Partner with leaders and managers to diagnose capability gaps and translate business priorities into targeted learning strategies.
- Use data, performance metrics, and workforce insights to shape annual development plans.
- Develop and deliver blended learning programmes across onboarding, technical, leadership, compliance, and continuous improvement areas in collaboration with Training & Development Coordinator.
- Facilitate workshops, coaching sessions, and on‑the‑job learning to support employee development at all levels, embedding learning into operational routines through competency frameworks, skills matrices, and shift based training.
- Drive skills mapping, career pathways, and talent reviews to support succession planning and talent development.
- Manage internal and external training provision, including relationships with vendors and accrediting bodies.
- Support apprenticeship programmes, early‑career pathways, and long‑term capability development.
- Maintain accurate training records and support audits, inspections, and accreditation processes.
- Build strong relationships with supervisors, managers, and subject matter experts to co-create relevant and practical training solutions.
- Evaluate the effectiveness of learning interventions using measurable outcomes including productivity, quality, and engagement.
- Promote and embed a culture of continuous learning, improvement, and knowledge‑sharing.
- Manage training budgets, educational support agreements, and the apprenticeship levy to ensure compliance and effective use of resources.
Skills and Experience
- Educated to degree level or equivalent in a HRM discipline.
- CIPD Level 5 (Organisational L&D).
- Proven experience in learning & development, talent development, or organisational development.
- Experience in digital content creation, and in designing and delivering training programmes.
- Strong understanding of adult learning principles, instructional design, and blended learning methods.
- Excellent facilitation, coaching, and stakeholder‑engagement skills.
- Strong project management, organisational, and communication skills.
- Clear and engaging communication and presentation style.
- Ability to analyse performance data and translate insights into development solutions.
- Proficiency in Learning & Development systems and related software tools.
