East Staffordshire Borough Council – a high-performing local authority serving a diverse mix of town and countryside across Staffordshire – is seeking Environmental Health and Housing Officers across a range of career grades to join its Environmental Health Team. These exciting career opportunities support the implementation of the Renters Rights Act, helping to improve standards across the private rented sector whilst offering structured progression and funded professional development.

Key Responsibilities

  • Undertaking property visits, inspections and compliance checks across private rented homes.
  • Investigating complaints, service requests and breaches of housing legislation.
  • Gathering evidence relating to non-compliance, housing offences and enforcement activity.
  • Assisting investigations into unlicensed properties and other relevant offences.
  • Enforcing and improving housing conditions using relevant legislation, including duties under the Renters Rights Act.
  • Interpreting and applying housing and environmental health legislation using professional judgement.
  • Preparing reports, records and evidence to support enforcement action and legal proceedings.
  • Managing a varied caseload with a high level of professionalism.
  • Responding to internal and external customer queries.
  • Providing professional advice and guidance to residents, landlords and stakeholders.
  • Working collaboratively with partners to deliver a high-quality service.
  • Supporting landlord forums and wider environmental health initiatives.
  • Improving property standards for residents in privately rented accommodation.
  • Developing knowledge and skills across a range of regulatory and environmental health areas.
  • Supporting proactive housing enforcement activity across the borough.

Skills & Experience

  • Practical experience working within Housing, Environmental Health, property, lettings or a similar regulatory environment.
  • Experience undertaking inspections, investigations and regulatory casework.
  • Proven experience of enforcement activities, evidence gathering and managing complaints informally and formally.
  • Knowledge of housing, environmental health or related legislation.
  • Ability to interpret legislation and apply professional judgement in a balanced and proportionate manner.
  • Ability to make independent decisions whilst recognising when support is required.
  • Excellent written and verbal communication skills.
  • Strong analytical, problem-solving and decision-making skills.
  • Good negotiation and conflict management skills.
  • Ability to build effective relationships with internal and external stakeholders at all levels.
  • Excellent customer service and stakeholder engagement skills.
  • Strong organisational skills with the ability to manage a varied workload and prioritise competing demands.
  • Ability to work autonomously and as part of a team.
  • Relevant housing, environmental health or professional qualifications, or willingness to work towards them, depending on entry level.
  • Current full UK driving licence and access to a vehicle.

Salary

£31,022 to £40,777 per annum (the starting salary will be subject to qualifications and level of experience/grade of role applied for).

Location

Burton upon Trent, Staffordshire, with opportunities for hybrid working.

Contract/hours

Permanent, full-time positions.
