This is a rare opportunity to play a key operational leadership role within one of the most critical and fast‑growing areas of Plymouth Community Homes. As Operations Manager – Supported Housing and Safeguarding, your leadership will directly shape how we protect vulnerable residents, sustain tenancies and deliver safe, high‑quality housing services across the city.
This role is ideal for an experienced housing leader who thrives in complex environments, balances risk with compassion, and wants to lead services that genuinely change lives.
About the role
As Operations Manager – Supported Housing and Safeguarding, you will provide strong, visible operational leadership across supported housing, safeguarding and tenancy sustainment services, reporting to the Head of Supported Housing & Safeguarding. You will lead a frontline team and ensure services are safe, compliant, person‑centred and high performing.
This is a hands‑on leadership role where you will:
- Provide day‑to‑day operational oversight of supported housing, housing with support and tenancy sustainment services
- Lead and support teams managing complex casework, including safeguarding, ASB, vulnerability and risk
- Drive consistent standards, quality assurance and performance management across the service
- Use data, insight and resident feedback to shape improvements and outcomes
- Work closely with internal teams and external partners to deliver joined‑up, trauma‑informed services
- Embed a strong safeguarding culture, ensuring timely, proportionate and transparent decision‑making
- Develop and motivate high‑performing teams through coaching, supervision and clear accountability
You will play a key role in translating strategic priorities into operational delivery, ensuring residents receive the right support at the right time — while managing risk responsibly and proportionately.

Essential
- Substantial experience in housing management, supported housing or services working with vulnerable residents
- Proven experience leading and managing operational teams in complex, high‑pressure environments
- Strong working knowledge of safeguarding frameworks, risk management and multi‑agency working
- Experience managing complex casework including safeguarding, ASB, complaints or homelessness risk
- Confidence using performance data and insight to drive service improvement
- Experience managing budgets and resources effectively
- Ability to balance empathy, accountability and sound professional judgement
- Strong communication skills, with experience working with partners, stakeholders and senior colleagues
Desirable (but flexible)
- CIH Level 5 or relevant management qualification (or willingness to work towards)
- Experience in supported or scheme‑based housing environments
- Knowledge of housing regulation, compliance and quality assurance frameworks
- Experience contributing to service redesign or operational change
