A fantastic opportunity has arisen to join Plymouth City Council’s Community Connections Team as a Technical Lead, focusing on the city’s Private Rented Sector, including Houses in Multiple Occupation (HMOs) and single-family dwellings, with a particular emphasis on high-rise buildings.

Whilst Community Connections is a multi-disciplinary team, this role centres on bridging the gap between strategic direction and operational delivery. The post holder will proactively contribute to the development of existing and new approaches, with the primary aim of ensuring that residents living in the Private Rented Sector are provided with accommodation that meets required standards, and that landlords take appropriate and proactive steps to achieve and maintain compliance.

The post holder will work collaboratively within the team and with partners, adopting innovative approaches to improve the city’s housing stock. This will include undertaking site visits and taking appropriate enforcement action where necessary.

We are seeking an individual who can demonstrate a strong understanding of the management of the Private Rented Sector, the range of regulatory tools available, and the ability to develop and implement innovative solutions. The successful candidate will be enthusiastic, capable of working both independently and as part of a team, an effective communicator, and confident in leading and supporting change.

The role also involves supporting the development of Senior Community Connections Officers’ knowledge of the tactical options available to them when assisting residents, contributing to new policies and practices, maintaining, working alongside and strengthening relationships with relevant partners at local, regional, and national levels.

Applicants should possess a degree-level education or be able to demonstrate equivalent relevant practical experience. They must also exhibit strong subject matter expertise, particularly in relation to applicable legislation, policy, and government initiatives.

Due to the nature of the role, it is not suitable for flexible working arrangements. The Disclosure & Barring Service (DBS) requirement for this post is a Basic Check.
