N1775 Peninsula Transport Programme Officer – Role Profile

Peninsula Transport is one of the seven Sub-National Transport Bodies (STBs) in England working in partnership with Government to create regional transport strategies and implementation plans to prioritise transport investment and facilitate delivery. It was formed by, and works on behalf of, the local transport authorities in the peninsula – Cornwall Council, Devon County Council, Plymouth City Council, Somerset Council and Torbay Council.

Over the past five years, Peninsula Transport has been working to create an evidence base to inform the development of its first regional transport strategy which was published in 2024. The Department for Transport is looking for STBs to play a growing role in the development of national policy and regional investment plans as well as becoming centres of excellence to provide technical and policy support to local transport authorities.

The creation of a permanent core team was led by Plymouth City Council, the accountable body for Peninsula Transport, supported by the Department for Transport who fund these posts.

The team are employed by Plymouth City Council but serve all local authorities within the peninsula and report to the Lead Officer and Peninsula Transport Board. Whilst the team will be based at Plymouth City Council, all members of the team will be required to work across the peninsula and in collaboration with strategic transport providers, the other six STBs and the policy leads at the Department for Transport. All posts are based on a hybrid working model reflecting the nature of the role and geography of the peninsula.

The Programme Officer will support the Peninsula Transport STB Senior Team in delivering the outcomes of the Transport Strategy and Strategic Implementation Plan.

The post holder will lead STB meeting administration, including managing diaries, attending meetings and providing the secretariat function for the Board and various projects. Additionally, the role will support the STB’s Centre of Excellence function, which supports local authorities with technical information and user tools, ensuring the evidence base is relevant and up to date, including researching emerging policy and identifying opportunities to work collaboratively with other STBs.
