Overview
We require an experienced driver with good local knowledge of Plymouth. Must be fit and able to move heavy bins. Primary purpose of role: To deliver a quality service, ensuring safe, efficient and effective waste collection and transportation operations contributing to a greener, cleaner city. Operating a range of vehicles up to HGV Class 1 and 2 waste vehicles, up to 3.5 tonnes. Maintaining compliant Driver Certificate of Professional Competence and digital Tachograph card. Responsible for the Operator (O) licence requirements including relevant driving regulations and working time rules. Responsible for collection crew health, safety and welfare where appropriate, productivity and quality of work. Responsible for customer service and upholding the reputation of Plymouth City Council through the delivery of a frontline critical service.
Responsibilities
- Driving for efficiency to various sites across the city collecting waste streams and ensuring correct disposal in line with environmental legislation and to ensure Plymouth is making best use of its waste and resources.
- Ensuring health, safety and welfare of staff and the public during driving, collection and tipping operations.
- Undertaking legally required vehicle checks and safe operation of specialist equipment and vehicles.
- Adhering to PCC controlled site and other controlled site safe working practices such as in refuse transfer stations.
- Driving and operating specialised equipment and HGV in line with training and/or licencing in a public environment and on permitted sites. Driving must be courteous and strictly in accordance with the law and any site requirements, often manoeuvring vehicles in confined or restricted spaces ensuring the safety of all persons.
- Undertaking collection of all waste streams in accordance with relevant legislation and working within defined schedules, procedures, policies and safe systems of work. Involves decision making for unplanned events and problem solving to avoid disruption to service with access to a manager as required.
- Taking charge of allocated vehicle and ensuring daily start/end shift roadworthy checks and defect reporting, as well as regular cleansing inside the cab and externally such as the wheel well.
Qualifications
- Functional skills in English and Maths level 2 or equivalent.
- Full driving license including HGV Category C Driving Licence.
- Current Certificate of Professional Competence (CPC).
- Valid digital tachograph.
- Knowledge of Health and Safety in an operational environment.
- Understanding of customer standards in a public service.
- WAMITAB level 2 Certification of Sustainable Waste Management Operative (or working towards).
- IOSH Working Safely (or working towards).
- Knowledge of Health and Safety regulations including Lifting Operations Regulations (LOLER) (or working towards).
- Knowledge of environmental permitting regulations (Desirable).
- Knowledge of waste classification and waste collection and/or disposal operations.
- Detailed knowledge of Plymouth area.
- First Aid training (Desirable).
Experience
- Essential: Demonstrable experience of HGV Category C/C+E driving (specialist operational vehicles).
- Experience working in a front line customer facing role delivering high standards of customer care.
- Experience of working in a team and in safe systems of work and health and safety in an operational environment.
- Desirable: Experience of refuse driving and working in waste collection and/or disposal operations.
- Experience of supervising colleagues (Desirable).
Skills
- HGV vehicles, including rear steer, in confined areas involving long periods of concentration especially in adverse weather conditions.
- Ability to work unsupervised, problem solving skills and use of own initiative for unplanned events impacting service delivery.
- Considerable hand/eye/limb coordination with lengthy periods of mental concentration to operate the vehicle and work with a collection team in all conditions, meet deadlines, service expectations and deal with conflicting demands.
- Physical skills required to lift, pull, and push container bins at periodic times of the day.
