Are you a skilled Building Surveyor looking to make a meaningful impact across a diverse and historic property estate? Plymouth City Council is seeking a proactive and experienced professional to join our Facilities Management Service and help shape the future of our built environment.

About the Role

As a Building Surveyor, you’ll play a key role in maintaining and improving the Council’s extensive property estate—comprising over 2,000 assets including offices, schools, libraries, monuments, and listed buildings. You’ll deliver responsive and planned maintenance, conduct condition and compliance surveys, and act as a subject matter expert in areas such as fire safety, asbestos, and accessibility.

This is a dynamic, office-based role with regular site visits, often requiring swift decision-making to ensure health and safety and statutory compliance.

Key Responsibilities

  • Deliver day-to-day and planned maintenance programmes.
  • Conduct building surveys including fire, asbestos, condition, and accessibility.
  • Act as a competent person for statutory compliance (e.g. fire safety, asbestos).
  • Manage capital and revenue projects up to £500,000 annually.
  • Provide technical guidance and support on building-related health and safety.
  • Liaise with contractors, regulatory bodies, and internal stakeholders.
  • Respond to emergency maintenance requests and site incidents.

What We’re Looking For

Essential Qualifications & Experience:

  • Degree in Building Surveying or related discipline.
  • Membership (or eligibility within 18 months) of RICS or CIOB.
  • NEBOSH certificate in a relevant area.
  • Extensive experience in building maintenance, surveys, and project management.
  • Strong knowledge of building regulations, H&S legislation, and risk management.

Desirable:

  • Knowledge of CDM Regulations 2015.
  • Experience in commercial environments with income generation.

Skills

  • Strong numerical, communication, and IT skills (CAD/Digital Mapping).
  • Ability to work independently and manage complex workloads.
  • Comfortable working at height, in confined spaces, and in adverse conditions.
