QUALIFICATIONS
- Bachelor's degree in Human Resources, Education, Business Administration, Public Administration, or a related field.
- Minimum of five (5) years of progressively responsible experience in human resources, school administration, or a related field.
- Experience in recruitment, staffing, and human resources operations.
- Knowledge of employment law, Human Resources compliance, and best practices.
- Strong interpersonal, written and verbal communication, organizational, and technology skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Ability to maintain confidentiality and exercise sound judgment.
- Ability to build collaborative relationships, analyze data, improve operational processes, and provide exceptional customer service.
- Master's degree in a related field preferred.
- Experience in Michigan public school human resources and knowledge of Michigan educator certification requirements preferred.
- Experience supervising professional or support staff in a human resources or administrative setting preferred.
- Professional HR certification (SHRM-CP/SHRM-SCP, PHR/SPHR) and demonstrated experience with workforce planning, staffing analytics, and process improvement preferred.

RESPONSIBILITIES
The Assistant Director of Human Resources - Talent & Employment provides operational leadership for the District's talent acquisition, employment, and workforce management functions across professional and support/hourly staff. The position supervises the Employment Coordinators responsible for professional and support/hourly staff; partners with principals, administrators, and District leaders to ensure timely staffing and consistent, compliant employment practices; and provides specialized leadership for professional staffing, educator certification, assignments, transfers, layoff/recall, and related workforce matters. This position does not serve as the District's lead collective bargaining representative.
- Lead and oversee districtwide recruitment, selection, hiring, and onboarding processes for professional and support/hourly staff.
- Develop recruitment and talent-pipeline strategies and represent the District at job fairs, university recruiting events, and other recruitment activities.
- Supervise and ensure consistent execution of vacancy postings, applicant screening, interview processes, reference checks, employment recommendations, offers, and onboarding through assigned Employment Coordinators.
- Collaborate with principals, department leaders, Teaching & Learning, Finance, and other District leaders to manage staffing levels, authorized FTE, vacancies, assignments, and workforce needs.
- Oversee professional staffing processes, including teacher and administrator assignments, P-CEA voluntary transfers, seniority, layoff/recall, personnel recommendations, and related staffing changes.
- Provide administrative oversight for educator certification compliance, credential reviews, certification expirations, permits, special education approvals, CTE approvals, and other Michigan educator certification requirements.
- Ensure the accuracy, integrity, and appropriate maintenance of employment records, personnel data, and HR information systems within assigned functions.
- Ensure candidates and employees satisfy required pre-employment clearance, employment eligibility, and credential requirements in coordination with the designated HR Operations function.
- Analyze staffing, vacancy, assignment, and workforce data to support workforce planning, staffing decisions, and District reporting.
- Develop, standardize, and continuously improve HR procedures, forms, systems, and operational workflows across professional and support/hourly employment functions.
- Supervise and evaluate assigned Human Resources staff, including the Employment Coordinator - Professional Staff and Employment Coordinator - Support/Hourly Staff.
- Provide guidance and training to administrators regarding staffing, recruitment, hiring procedures, documentation, certification requirements, and employment processes.
- Oversee and coordinate the Registry of Educational Personnel (REP) reporting process, including collection, validation, coordination with internal departments and third-party contractors, and timely submission of required data to the State of Michigan.
- Coordinate employment-related processes with Finance and Payroll, including staffing changes, contracts, salary placement information, and other personnel data necessary for accurate processing.
- Assist the Executive Director of Human Resources and Chief Human Resources Officer with department initiatives, reports, compliance activities, and special projects.
- Maintain willingness to become a commissioned Notary Public and provide notarial services for District Human Resources purposes as needed.
- Perform other duties as assigned.

Upon recommendation for employment, Section 1230g, as amended, of the Revised School Code requires all school employees to be electronically finger printed for the purpose of undergoing a criminal history background check. The fingerprinting is conducted by a third party and is at the expense of the applicant. Cost for fingerprinting is approximately $70.00.
