Location: Linenhall Street, Belfast

Type: Temporary (Approx 12 weeks)

Rate: £20.66 per hour

Hours: 37 hours per week (Office hours Monday to Thursday 9am to 5pm, Friday 9am to 4:30pm)

Main Purpose:

To be responsible to the Business Coordinator for monitoring, evaluation and verification duties for externally funded activities and projects within City and Neighbourhood Services. This includes assisting in the development, review and maintenance of administrative systems related to grants, ensuring compliance with financial, audit, council and funder requirements.

Main Roles and Responsibilities:

  • Assist in monitoring funded activity to ensure compliance with grant conditions.
  • Oversee administration/financial management of external funding, including coordination of letters of offer and financial agreements.
  • Coordinate data capture of monitoring and evaluation of externally funded activities.
  • Support development and maintenance of project management systems for funded projects.
  • Ensure financial monitoring of grants income and expenditure complies with procedures.
  • Assist with preparation of revenue and capital estimates and monthly budget monitoring.
  • Manage purchasing and payment of goods and services related to grant expenditure.
  • Verify third-party grant/funding agreements for eligibility and compliance.
  • Represent the department at audit and verification visits by external funders.
  • Manage assigned business support staff and coordinate their workload.
  • Provide financial assistance with funding bids for departmental initiatives.
  • Maintain databases of external grant aid.
  • Support relationships with cross-departmental staff and stakeholders.
  • Deputise for the Business Coordinator as required.
  • Assist in developing and updating the departmental risk register.
  • Identify training needs for support staff and implement training programmes.
  • Provide advice on financial, information systems, performance, procurement and administrative matters.
  • Review and implement effective processes to improve operational efficiency.
  • Represent the department on working groups as requested.
  • Motivate and manage staff to ensure effective service delivery.
  • Participate in induction and training provided by Belfast City Council.
  • Act in accordance with council policies and procedures.
  • Undertake other relevant duties as required.

Essential Criteria:

Qualifications and/or experience:

  • Third level qualification in a relevant subject such as Finance, Business Studies, Accountancy or equivalent, with at least one year’s relevant experience in three specified areas; or at least two years’ relevant experience in those areas.
