The Support Accountant will assist the Head Accountant in promoting and sustaining the financial viability of the Trust. The post holder will assist the Head Accountant to identify and implement reform and modernisation proposals aimed at improving efficiency and effectiveness and providing opportunities to enhance/expand the range of services offered to patients and clients. The post holder will provide specialist advice to senior colleagues across the organisation. He/she will provide expert advice in relation to financial aspects of business cases and financial planning. The post holder will deputise for the Head Accountant as and when required.
Responsibilities
- Undertake the production and analysis of the financial aspects of business cases providing expert financial information and advice accordingly.
- Represent the Finance directorate on capital development projects assisting with the financial planning through business cases using appropriate accounting techniques and in accordance with NIGEAE (N. Ireland Guide to Expenditure Appraisal).
- Support local and regional groups and projects through providing financial analysis and financial performance information.
- Provide support to the Head Accountant in ensuring that financial planning in the Trust is continuously developed, robust, timely and accurate.
- Provide support to the Head Accountant in preparing Efficiency, Contingency and Recovery Plans when required, for Trust Board, HSCB and DoH approvals.
- Carry out a supporting role in the benchmarking processes and exercises adopted by the department and the Trust.
- Provide support to work and monitoring required by HSC commissioning bodies through financial analysis and financial performance information.
- Provide financial support to the other Trust Directorates, services and in particular the Strategic Planning and Modernisation Department.
- Provide support to the Head Accountant for cash releasing and non-cash releasing (productivity) efficiencies.
- Represent the Finance directorate in SBA (service and budget agreement) and SLA (service level agreement) negotiations and reviews including evaluation of the financial implications and aspects.
- Assist with the provision of expert analysis, interpretation and evaluation of financial and non-financial data.
- Provide high quality advice and assist in the provision of training for managers in relation to the Trustβs financial planning objectives.
- Assist with special exercises, reviews, investigations and appraisals as required.
- Liaise with directors, clinicians and professional managers in the discharge of duties and responsibilities.
Skills and Qualifications
- Full membership of one of the five professional accounting institutes within the CCAB, or CIMA.
- A minimum of 2 years' relevant finance experience at supervisory level.
- Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post.
- Ability to influence and negotiate with staff at senior levels both internal and external to the Trust.
- Ability to analyse highly complex data and to communicate subsequent analysis.
- Ability to plan and work effectively within timescales and deadlines.
- Ability to review and challenge current processes in own area and throughout the organisation where there is a financial impact.
- Ability to manage and motivate staff.
- Have extensive working knowledge of ICT systems to include Microsoft Office, in particular having advanced Microsoft Excel skills.
- Knowledge and understanding of the key finance issues within Health and Social Care.
