Regional Manager - Learning Disability Services

Our client is a well-established Scottish charity providing person-centred social care and support to people with learning disabilities and complex needs. Working on a human rights-based model that puts choice, independence and control with the person, they support people to live the lives they choose in their own homes and communities, and employ several thousand people across Scotland.

People thrive when support is consistent, local, and led by what matters to them. This role sets that standard across a region: stronger services, safer practice, and teams who have the clarity and backing to do their best work. You will turn strategy into everyday results for the people we support and the communities they choose.

Performance Objectives

  • Lift service quality so every local team meets agreed outcomes for independence, choice, and wellbeing, with measurable improvement within the first year.
  • Build a stable, skilled workforce: reduce avoidable vacancies and absence, and raise retention through fair rostering, coaching, and clear career paths.
  • Keep people safe. Close regulatory and internal audit actions on time and sustain compliance without sacrificing person-centred practice.
  • Hold the region to budget while protecting frontline hours, explaining variances early and correcting them before they become structural.
  • Grow trusted local partnerships so more people can live, work, and take part in the community of their choice.
  • Develop service managers who can lead through complexity, with succession cover in place for every critical post.

Environment & Resources

You lead a region of community support services and report to a senior operations leader. Service managers and their teams are your primary levers. You will have delegated authority over regional staffing, quality plans, and the operating budget, plus access to practice, HR, finance, and learning specialists. Decisions are expected to be evidence-based and made close to the people affected.

Essential Qualifications

  • Proven leadership of multi-site care or community services, with accountability for quality, people, and budget.
  • A track record of improving outcomes for people who need support to live independently, not only of managing activity.
  • Working knowledge of relevant regulation, adult support practice, and safeguarding, and the judgment to apply it proportionately.
  • Experience coaching managers through performance, culture, and change.
  • Confident use of performance, workforce, and financial data to set priorities and follow through.

Why This Role

  • Real operational scope: you shape how support is delivered, not just how it is reported.
  • A values-led organisation with decades of community work and a clear aim of an equal society.
  • Scale that matters—thousands of colleagues and people supported—without losing a local voice.
  • Room to develop leaders and leave services stronger than you found them.

If you can raise standards and still keep people at the centre, apply. We would love for you to tell us what you have changed, how you measured it, and what you would do in your first six months.
