This is a highly visible leadership role with accountability for ensuring contractual commitments are translated into compliant, effective and commercially sustainable services.
Working across Bidding & Growth, Commercial, Legal, Finance, People, Technology & Innovation and Operations, you'll provide the leadership, governance and coordination required to deliver successful Day 1 go-lives and long-term operational success. The ideal candidate will bring significant experience of supporting bid teams, and leading complex mobilisations, transitions or service implementations within outsourced services environments, ideally including housing, property management, facilities management or workplace services.
You'll possess strong commercial awareness, a thorough understanding of contract implementation and operational readiness, and a proven ability to manage risk, governance and stakeholder relationships at a senior level. Just as importantly, you'll be comfortable influencing executives, clients and operational leaders, bringing credibility, challenge and a relentless focus on delivery. This is an exciting opportunity for a commercial leader who enjoys creating structure, driving continuous improvement and building repeatable frameworks that enable sustainable growth.
The role is paying £90,000-£100,000 depending on experience and includes a performance related bonus of up to 15%. If you have a track record of turning contract wins into successful operational delivery and are passionate about developing high-performing mobilisation capabilities, we'd love to hear from you.
Key responsibilities will include:
- Pre-Contract and Bid Support
- Participate in bid governance and approval processes.
- Support the Bidding & Growth team in assessing operational feasibility, implementation complexity and mobilisation requirements.
- Review customer requirements and identify material commercial, operational and delivery risks.
- Validate operating assumptions with relevant divisions and ensure mobilisation requirements are reflected in solution design, pricing and programme commitments.
- Contract Negotiation and Readiness
- Work alongside Legal and Commercial colleagues to assess the operational and commercial effect of proposed contractual provisions.
- Support review and negotiation of operational schedules, KPIs, service credits, mobilisation requirements, governance provisions, TUPE & pension requirements and client dependencies.
- Develop and maintain a clear contract readiness assessment, obligations matrix and implementation risk position ahead of contract execution.
- Ensure Legal retains ownership of legal drafting, legal risk, disputes, corporate and regulatory advice, while this role owns operational-commercial interpretation and implementation readiness.
- Establish the mobilisation strategy, plan, governance, resources and critical path for each major contract.
- Chair the Mobilisation Steering Group and hold workstream leads to account for delivery of agreed milestones.
- Oversee programme risks, issues, dependencies, decisions, budget and client communications.
- Coordinate operational readiness across people, systems, finance, supply chain, compliance, property, data and service delivery.
- Provide the COO / IC with clear and evidence-based readiness reporting and escalation.
- Lead the recommendation on readiness for Day 1 service commencement.
- Contract Integration and Embedding
- Translate contractual commitments into operational procedures, playbooks, governance, reporting and performance controls.
- Ensure obligations are allocated to named owners and embedded within BAU service delivery.
- Lead structured Day 30, Day 90 and Day 180 reviews, proportionate to contract scale and risk.
- Manage the formal handover to Operational Director once stabilisation exit criteria have been met.
- Commercial Assurance and Continuous Improvement
- Monitor early delivery against bid assumptions, mobilisation objectives, client dependencies and expected commercial outcomes.
- Identify emerging contractual, operational and margin risks and ensure corrective actions are implemented.
- Capture lessons learned and feed them into future bids, contract negotiations, mobilisation standards and operating models.
- Support contract audits and promote consistent mobilisation capability across the Group.
Key Requirements:
- Significant leadership experience in outsourced services, preferably housing and property management and / or facilities and workplace management.
- Demonstrable success in leading complex mobilisations, transitions or service implementations.
- Strong commercial understanding, including the ability to operationalise contract obligations.
- Experience of bid assurance, solution design, contract negotiation, TUPE and service commencement.
- Strong governance, risk management, financial control and stakeholder-management capability.
- Ability to influence and challenge credibly at Executive, client and senior operational levels.
- Strong analytical, written and verbal communication skills, with attention to delivery and assurance.
- Evidence of building repeatable processes, capturing lessons learned and improving organisational capability.
