Pigment is a change and transformation consultancy. We partner with other consultancies to deliver a "one team approach" for solving complex change across sectors including Local and Central Government, Transport, Finance, Defence and National Security.
Due to significant growth we require a Senior Capital Programmes Consultant, experienced in complex Capital Programmes to support us in delivering this significant programme for one of our clients who act on behalf of the nation’s interests. This is a high-profile role overseeing the remediation and redevelopment of a sensitive and complex building asset.
As a Pigment Capital Programmes Consultant, you will bring significant experience managing large-scale construction and asset redevelopment projects within highly regulated or publicly accountable environments.
Key Responsibilities- Lead the end-to-end delivery of a complex building remediation programme
- Oversee redevelopment activities across construction, asset management, and programme delivery functions
- Manage and influence senior stakeholders across government, external partners, consultants, and contractors
- Ensure effective governance, risk management, compliance, and reporting throughout the programme lifecycle
- Provide strategic leadership across multidisciplinary teams
- Drive programme performance against cost, quality, safety, and timeline objectives
- 15–20+ years’ experience delivering major Capital Programmes and Projects
- Proven background within government, public sector, infrastructure, or similarly complex environments
- Extensive experience overseeing complex remediation and redevelopment projects
- Strong senior stakeholder management and engagement capability
- Broad construction and asset redevelopment expertise
- Demonstrated ability to operate within sensitive, high-profile environments
- Excellent leadership, communication, and programme governance skills
- Experience working within government or public sector estates portfolios
- Knowledge of regulatory, heritage, or operationally sensitive building environments
