About the Role

PHSS is seeking an experienced and collaborative Manager of Finance to join our leadership team.

Reporting to the Executive Lead, Corporate Services, the Manager of Finance provides oversight of the organization’s finance, accounting, payroll, benefits, and financial reporting activities.

This position is responsible for ensuring effective financial systems, processes, and internal controls are in place to support PHSS programs and operations.

The Manager of Finance also provides leadership to the Finance team, including Financial Clerks, Senior Accountants, and the Payroll & Benefits Coordinator, with responsibility for coaching, performance, development, and maintaining organizational standards.

Key Responsibilities

  • Oversee accounting functions, financial records, ledgers, and reporting systems.
  • Maintain appropriate internal controls related to revenues, costs, budgets, and program expenditures.
  • Monitor day-to-day financial operations, including payroll, invoicing, accounts payable/receivable, and other financial transactions.
  • Support the annual budgeting and planning process, including financial analysis, monitoring, and reporting.
  • Prepare monthly financial statements and reports for the Finance Committee in collaboration with senior leadership.
  • Oversee project funding and grant accounting and ensure expenditures align with applicable funding requirements.
  • Present and interpret complex financial information for senior management, the Board, and other stakeholders.
  • Develop, monitor, and report on financial metrics and key performance indicators.
  • Provide financial analysis and insights to support organizational decision‑making and performance.
  • Support the implementation and continuous improvement of financial systems and processes.
  • Provide oversight of the payroll function, including payroll transactions, audits, remittances, year‑end filings, and system changes.
  • Oversee employee benefit programs and support benefit renewal processes.
  • Lead, coach, mentor, and develop members of the Finance team.
  • Promote accountability, collaboration, professional development, and continuous improvement.
  • Ensure team members have appropriate training, resources, and support to perform their responsibilities effectively.
  • Address performance concerns, complaints, and other workplace matters as appropriate.
  • Work collaboratively with leaders, employees, and other stakeholders throughout the organization.
  • Maintain current knowledge of accounting practices, applicable legislation, standards, and industry best practices.
  • Ensure financial practices and team activities comply with PHSS policies and procedures.
  • Identify opportunities to improve financial and administrative processes.
  • Maintain ongoing professional development, including requirements associated with a CPA designation, where applicable.
  • Fulfill responsibilities under Ontario occupational health and safety requirements.

Qualifications

  • CPA designation or currently working toward a CPA designation is preferred.
  • Minimum 5?7 years of experience in an accounting or finance-related role.
  • Minimum 3 years of experience leading, motivating, and developing a team.
  • Demonstrated experience with financial reporting, audits, budgeting and financial analysis, accounts payable/receivable, general ledger, payroll, and investment accounting.
  • Knowledge of fund management, including compliance and reporting requirements associated with government, corporate, and foundation grants, is preferred.
  • Strong financial analysis and problem‑solving skills.
  • Excellent attention to detail and organizational skills.
