About The Role

Fines Controller

Caerphilly

Are you analytical, proactive, and ready to take ownership of a critical cost-control function within a busy fleet operation? We are looking for a Fines Controller to join our Fleet team at phs Group in Caerphilly. This is a key role focused on reducing Penalty Charge Notices (PCNs), preventing avoidable costs, and driving behavioural change across the business. You will work closely with the Fleet Administrator but will take the lead on performance management, prevention strategies, and cost reduction.

What you’ll be doing:

  • Owning overall PCN performance across the fleet, with a focus on reduction and prevention
  • Analysing PCN data to identify trends, repeat offenders, high-risk locations, and root causes
  • Developing and implementing strategies to reduce PCN volumes and associated costs
  • Ensuring fines are escalated promptly to avoid late penalties and secure discounted rates
  • Working with the Fleet Administrator to maintain visibility of fine status
  • Ensuring accurate and timely recharge of fines to drivers or cost centres
  • Producing regular reporting on trends, cost impact, and divisional performance
  • Providing behavioural insights to operational managers and supporting improvement plans
  • Influencing driver behaviour through communication, education, and targeted interventions
  • Supporting policy development to reduce exposure to parking, toll, and traffic penalties
  • Monitoring the effectiveness of improvement initiatives and tracking cost savings
  • Acting as a key escalation point for fines and compliance trends
  • Contributing to wider fleet compliance and cost-optimisation strategies

What you’ll bring:

  • Experience in fleet, transport, compliance, or analytical roles
  • Strong data analysis and reporting skills
