Intervention Officer Hours: 35 hours per week Working pattern: This is an office-based role with some evening work required where necessary to meet the needs of service users and service delivery. This role requires some evening work. Reporting to: Intervention Team Leader Location: Phoenix DAS office (NP13 3AY), with travel as required across the service area. Please note that this is not a hybrid position. Service Overview: This role sits within our specialist domestic abuse service supporting adults, children and families affected by domestic abuse. Phoenix Domestic Abuse Services provides an ‘’All Family Approach’, providing holistic, strengths-based and trauma-informed support to victims, children and, where appropriate and safe, individuals who have used harmful behaviours. The Intervention Officer will work as part of the Intervention Team to deliver specialist interventions to individuals who have used abusive or harmful behaviours within intimate relationships. The postholder will contribute to the assessment, risk management and delivery of behaviour change interventions, while maintaining a clear focus on the safety and wellbeing of victims and children. Job Purpose: The role will involve working with individuals who display harmful behaviour in the context of domestic abuse of all genders and will require the postholder to maintain a clear focus on accountability, responsibility for behaviour and the impact of domestic abuse on partners, children, and others. The Intervention Officer will provide assessment and behavioural change interventions to individuals who have used domestic abuse and harmful behaviours. The postholder will deliver the Phoenix DAS Intervention Programme, in a group and 1:2:1 setting, and will contribute to the ongoing development and quality assurance of the programme. The role will involve working with individuals to increase their understanding of unhealthy behaviours, recognise the impact of their behaviour on others, develop insights and take responsibility for making sustainable changes. Key Responsibilities and Duties Assessment and Intervention * Complete structured assessments with individuals referred to the service to establish suitability for intervention, identify needs, and assess risk. * Deliver evidence-informed interventions to individuals who have used domestic abuse and harmful behaviours. * Deliver interventions to individuals of all genders in accordance with Phoenix DAS policies, procedures, and programme standards. * Support individuals to recognise and understand unhealthy behaviours and the impact of those behaviours on partners, children, and other family members. * Promote accountability and responsibility for behaviour. * Challenge minimisation, denial, victim-blaming, justification, and other behaviours that may undermine accountability or increase risk. * Support individuals to develop insight into the beliefs, attitudes, emotions, and behaviours that contribute to abusive behaviour. * Support individuals to develop safer ways of responding to conflict, emotions, relationships, and situations that may increase risk. * Write focused and accurate reports for external agencies and clients. * Maintain a clear focus on sustainable behaviour change * Ensure interventions remain proportionate to assessed need, risk, and the individual’s capacity to engage. Programme Delivery Deliver the Perpetrator Programme in accordance with programme requirements and relevant quality standards. Undertake assessment sessions and prepare individuals for programme participation. Facilitate structured group sessions and other programme interventions as required. Deliver both daytime and evening sessions. Contribute to programme planning, development, and review. Develop and maintain appropriate programme resources and materials. Contribute to the collection and development of evidence, resources, and best practice to support the project. Work with the Interventions Team Leader to maintain the requirements of relevant external accreditation, including Respect accreditation, where applicable. Participate in programme observations, case reviews, and quality assurance processes. Risk Management and Safeguarding Continuously assess and review risk throughout assessment and intervention. Identify dynamic risk factors and changes in circumstances that may increase risk. Develop and implement appropriate short- and long-term risk management plans. Maintain a clear focus on the safety of victims and children throughout all intervention work. Respond appropriately to concerns relating to domestic abuse, safeguarding, and escalating risk. Attend and contribute to Child Protection Case Conferences, safeguarding meetings, multi-agency meetings, and other relevant forums as required. Work closely with colleagues within Phoenix DAS and external agencies to ensure that relevant information is shared appropriately and that safety planning is coordinated. Recognise when an individual may be unsuitable for intervention or when intervention may increase risk and escalate concerns appropriately. Ensure that decisions regarding intervention are informed by risk, safeguarding considerations, and the potential impact on victims and children. Maintain professional curiosity and avoid collusion. Partnership Working Support partner agencies to understand the principles of behaviour change, accountability, and safety-focused practice. Develop and maintain effective working relationships with key statutory, voluntary, and community-sector partners. Promote appropriate referral pathways into Phoenix DAS- this will include attending team meetings and training events. Work collaboratively with colleagues and external agencies to ensure families receive coordinated and appropriate support. Develop professional networks and contribute to raising awareness of the service. Case Management, Monitoring and Reporting Maintain accurate, timely and secure case records in accordance with Phoenix DAS’s GDPR policies and procedures. Ensure case management and monitoring systems are updated. Monitor and record outcomes to demonstrate the impact of interventions. Prepare internal and external reports where required, including reports for safeguarding conferences, team meetings, managers, and partner agencies. Contribute to case management meetings, audits, and quality assurance processes. Keep the management team informed of significant issues, emerging risks, successes, and areas for development Professional Development, Team Working, and Training. Participate actively in supervision, case management, reflective practice, and team meetings. Work collaboratively across Phoenix DAS teams and contribute to the wider All Family Approach. Provide guidance, advice, and training to professionals working with victims and families affected by domestic abuse. Support partner agencies to identify domestic abuse and respond appropriately to risk and safeguarding concerns. Promote trauma-informed, strength-based, and safety-focused practice. Deliver awareness-raising sessions and presentations to groups and organisations as required. Maintain up-to-date knowledge of domestic abuse research, legislation, policy, guidance, and best practice. Take responsibility for personal and professional development and actively participate in relevant training. Share knowledge and good practice with colleagues where appropriate. Undertake other duties appropriate to the grade and nature of the post as may be required. Working Pattern The role requires flexibility to meet the needs of the service and programme delivery. The successful candidate will be required to work some evening sessions, including 6pm–8.30pm, as part of the delivery of group interventions. Key Terms and Conditions For the post of: Intervention Officer Employer: Phoenix Domestic Abuse Services Two Routes into Intervention Work at Phoenix We recognise that people can bring different levels of experience and skills to intervention work. For this reason, we are offering two entry routes into the Intervention Officer role at Phoenix. Experienced Intervention Officer – £28,896.43 per annum This salary is offered to successful applicants who can demonstrate significant and relevant experience of delivering or supporting behaviour change interventions and working directly with individuals who display harmful or abusive behaviours within intimate or family relationships. Developing Intervention Officer – £24,500 per annum We also welcome applications from individuals who may not yet have direct experience of perpetrator or behaviour change work but who have strong transferable skills and the potential to develop within the role. You may have experience in another area where you have developed skills in engaging people, building professional relationships, having challenging conversations, motivating change, maintaining appropriate boundaries and working with individuals who may be reluctant to engage. Successful applicants joining through this route will be supported to develop their knowledge, skills and experience in intervention work as part of their role at Phoenix. Additional Evening Work Allowance Both entry routes attract an additional £1,200 per annum allowance for officers who are required to regularly deliver intervention groups outside of normal working hours. The same commitment to safe, accountable and effective practice is expected across both routes. The difference is the level of relevant experience and development required when joining the service. Contract: Permanent, subject to continued funding. Pension: Contributory pension scheme. Hours of Work: The full-time hours for this post are 35 hours per week. The role is office-based and will generally be worked within Phoenix DAS’s office hours. Evening work will be required to meet the needs of service users and delivery of the Intervention Programme. Where additional hours are worked over your agreed hours, these will be managed through Phoenix DAS’s Time Off in Lieu arrangements or paid as overtime where appropriate and in accordance with organisational policy.
