Phillips 66 operates in the UK for over 65 years and is committed to improving lives. This role is based at the Warwickshire Oil Storage Terminal in close proximity to Birmingham.
Primary Responsibilities / Accountabilities
- Ensure the safe operation of the Terminal site, including suspension or cessation of activities.
- HSEQ compliance and responsibility for health and safety of all personnel on the site and compliance with HSE legislation.
- Protect the environment within and around the terminal site.
- Manage the actions required under the Control of Major Accident Hazard Regulations 1999 for a Top Tier site, liaising with the HSE, Environment Agency, local emergency planners, emergency services and health authorities.
- Oversee hazardous substance operations and security involving rail and pipeline import, product storage, tanker loading rack facilities, vapour recovery, additive and further process systems.
- Recruit, appoint, manage, motivate, appraise and determine remuneration of staff and develop competency to achieve targets.
- Develop and implement procedures and work instructions to ensure operations and maintenance comply with ISO45001, OHSAS 18001, COMAH and terminal policies.
- Liaise with senior management to plan, monitor and amend the optimal supply logistics cost; report directly on operational and financial matters; manage the terminal in accordance with operating requirements.
- Negotiate and monitor third-party agreements, ensuring compliance with regulations and procurement processes.
- Plan, develop and seek approval from senior management on CAPEX and major maintenance programmes; monitor execution.
- Identify potential new projects, obtain senior management approval, develop project management plans.
- Plan, develop and seek approval for the terminal's OPEX budget; monitor execution and report KPI performance.
- Represent the terminal on committees with government regulators, authorities, emergency services and other working groups.
- Maintain all licences, approvals, permits and consents required by law.
- Negotiate and sign routine business contracts within permitted expenditure levels.
- Delegate responsibilities to others, notifying senior management in advance.
- Carry out any other responsibilities determined by senior management.
Critical Skills / Leadership
- Demonstrable leadership skills with remote guidance or supervision.
- Health, Safety & Environmental management skills and experience with competent authorities.
- Operational management experience at a top-tier COMAH site or critical national infrastructure.
- Strong IT competence; cyber security and process control knowledge an advantage.
- Finance/accounting skills with multi-million pound budget experience.
- HR and employment law knowledge.
- Procurement knowledge with contract negotiation and amendment skills.
