Phillips 66 is looking for an experienced and credible public affairs professional to help protect, enhance and promote the reputation of the Humber Refinery, associated assets and related businesses across the Humber region and the wider UK stakeholder environment. As part of the Communications & Public Affairs team, and working closely with the Humber Refinery Leadership Team, you will report to the Sr Manager, Public Affairs and play a key role in shaping external engagement, strengthening community relationships and supporting business objectives in the UK.

In this role, you will lead and support a broad range of public affairs, stakeholder engagement and reputation‑building activity. You will work across the business to deliver clear, effective communications and represent Phillips 66 with a wide range of external audiences, including media, community representatives, elected officials, regulators and local partners. You will also work closely with the wider UK leadership team, commercial and marketing teams, and employee resource groups to ensure alignment on key messaging and engagement priorities.

Key Responsibilities
  • Demonstrate a visible commitment to workplace safety, the health of employees and contractors, and environmental sustainability through personal engagement and effective communications.
  • Act as the local point of contact and spokesperson for agreed Tier 3 media enquiries, managing responses in line with company protocols and escalation requirements.
  • Support incident and crisis communications, including fulfilling the site public information role during emergencies in line with refinery response plans and UK regulatory expectations.
  • Develop clear and engaging written content for external audiences, including briefings, articles, web content, presentations, speeches and printed materials.
  • Identify opportunities for community investment and develop initiatives that strengthen the company’s reputation and differentiate Phillips 66 in the UK.
  • Collaborate with Marketing to ensure Humber’s thought leadership is reflected appropriately across the UK LinkedIn platform and UK website.
  • Keep UK and Refinery Leadership informed of significant community developments, media coverage, policy matters and external issues that may affect business operations or reputation.
  • Maintain a strong understanding of the UK political, parliamentary, devolved and local government landscape, together with legislative, regulatory and policy developments relevant to the refinery and wider business.
  • Work closely with the Phillips 66 Government Affairs Lead in the UK to track relevant parliamentary and policy activity and support coordinated engagement on issues affecting the business.
  • Build and maintain positive, credible relationships with councillors, combined and local authority representatives, statutory bodies, community leaders, trade associations and local partners.
  • Develop a strong understanding of Phillips 66’s business operations, strategy and priorities to shape effective communications and stakeholder engagement plans.
  • Plan and facilitate community advisory group meetings and other local engagement forums to build trust, strengthen relationships and respond to stakeholder concerns.
  • Manage local philanthropic, charitable and volunteering activity in support of the company’s social impact programmes.
  • Manage, track and report on community relations plans, charitable contributions and related budgets, including support for the Humber Heart Network.
  • Support Employee Resource Groups and their sponsors with volunteering activity, while acting as an advocate for STEM and Women into Manufacturing and Engineering.
  • Represent the company on appropriate boards, civic groups, industry bodies and community organisations where this supports business and reputation objectives.

  • Experience in public affairs, communications, external affairs, corporate affairs or stakeholder engagement.
  • Strong written and verbal communication skills, with the ability to tailor messages for different audiences.
  • A credible and professional approach to working with senior leaders, media, community stakeholders and public officials.
  • Sound judgement and the ability to manage sensitive issues with discretion and calm under pressure.
  • Strong relationship‑building and influencing skills, with the ability to establish trust and credibility quickly.
  • Good understanding of the UK political and regulatory landscape, including engagement with MPs, councillors and local authorities.
  • Awareness of legal and regulatory considerations relating to public affairs, communications and political engagement in the UK.
  • Experience of community engagement, social impact activity or reputation‑building initiatives.
  • The ability to manage multiple priorities and respond effectively in a fast‑paced environment.
  • A collaborative approach, with the ability to work across functions and bring people together around shared objectives.
  • Experience leading or coaching others would be advantageous.
Essential
  • Legally authorised to work in the United Kingdom.
  • Bachelor’s degree (preferably in Public Relations, Political Science or Communications).
  • Experience working with community, councillors and/or local authorities.
  • Experience counseling senior management on internal and external communications issues.
  • Experience building relationships with legal and regulatory representatives relating to public affairs, communications and political engagement who advocate for the company’s position.
  • Excellent knowledge, understanding and skills related to media relations, internal/employee communications and community relations.
  • Demonstrated ability to manage and deliver projects with tight deadlines.
  • Demonstrated ability to take complex concepts and translate them into simple narratives.
  • Demonstrated ability to handle business‑sensitive information with extreme discretion.
  • Willing and able to perform and comply with the following: Travel 25–30% of the time, primarily for in‑person team meetings; Work extended hours, which may include evenings, weekends and holidays; Respond to refining emergencies during off‑hours; Wear fire‑retardant clothing and personal protective equipment (such as steel‑toe shoes, ear and eye protection); Hold a valid UK driver’s licence.
Desirable
  • Experience in the oil and gas industry.
  • Experience working with community and elected officials.
  • Experience as a public information and/or liaison officer in an Incident Command System structure.
  • Familiar with the Humber area and the political and social environment in the region.
  • Strong business acumen and understanding of business value.
  • Experience crafting, editing and producing internal and external publications as well as public presentations.
  • Proficient in social media management and messaging.
  • Excellent verbal and written communication skills, even in crisis situations.
  • Ability to influence, network and deliver on commitments.
  • Strong internal and external networking and people interaction skills.
  • Experience with coordinating events.
  • Ability to independently produce and implement public affairs plans and strategies.
