Department: Legal Affairs Employment Type: Permanent – Full Time Location: London, UK Reporting To: Legal Counsel Description Who You Are / Your Next Challenge PetroChina International (London) is looking for a legal and commercially astute, Director of Legal and Regulatory Affairs who will play a pivotal role in providing proactive legal, regulatory risk and compliance expertise, predominately supporting PCIL Low Carbon Solutions trading ventures, PITL wholesale and retail trading, and origination businesses. Reporting to the General Counsel, this position is not only crucial for external advocacy of the organisation within an ever-evolving geopolitical environment and globally competitive market, it is also about internally ensuring that regulatory changes are effectively communicated to our commercial teams, sufficient legal supports in this regard are delivered and that extensive due diligence is conducted on deals to facilitate commercial transactions within existing regulations. The Director of Legal and Regulatory Affairs will also manage legal supports relevant to regulatory and compliance obligations, ensuring that all operations align with regulatory standards and legal supports are sufficiently delivered. Current state of play In this role, the role holder will support PCIL and PITL regulatory initiatives, providing strategic information and advice that align with commercial priorities across trading, origination, and environmental products. The Director will also monitor and analyse changes in wholesale electricity market design, including reign rules, and provide input on suggested improvements. Participation in commercial desk stakeholder processes is essential, as is the coordination with commercial and regulatory personnel to promote rule changes and supports PCIL/PITL governance activities. The director will work with relevant regulators on operational and compliance issues to ensure compliance activities are completed effectively and mitigate risk exposures for the business. This is a strategic, commercially focused role that requires a deep understanding of regulatory frameworks and their practical applications to business growth. A strong background in the commodities sector is essential. Note : This role is currently open to Internals Staff to apply and also employee referrals. Key Responsibilities Regulatory Expertise:
- Act as the go-to regulatory specialist, researching, interpreting, and applying complex regulations across several European markets, with plans for further expansion into CEE, Africa and the Middle East.
- Identify and translate regulatory opportunities into commercial ventures, ensuring alignment with business growth strategies.
Commercial Strategy:
- Partner closely with the CEO, Chief Commercial Officer, General Counsel and VP in charging of Legal Affairs to explore new trading ventures and growth opportunities in the commodities space working in situ with the commercial trading desks particularly Refined Products and Low Carbon Solutions business units to ensure regulatory compliance with trades.
- Horizon scan for market trends, aligning regulatory frameworks with strategic goals and identifying competitive opportunities.
Policy Application:
- Communicate the commercial relevance of regulatory policies to stakeholders, ensuring alignment with trading and operational objectives.
- Contribute to the business's mission of helping clients decarbonise and maximise trading opportunities.
Collaboration and Leadership:
- Work closely with trading and risk teams to embed regulatory compliance and opportunity within business operations.
- Lead and develop a collaborative culture within the legal and compliance team, fostering innovation and operational excellence.
- Supervise the works which are relevant to regulatory affairs including cases and are assigned by the Director to the member(s) of legal and compliance team, receive the report of such assigned works from the assignee(s).
What we're looking for / Skills that will help you in the role
- You are a regulatory professional with a strong focus on the Oil and Energy commodities sector, combining commercial acumen with a passion for creating business opportunities through regulatory insight.
- Significant and relevant experience as either a senior qualified lawyer or a leading risk and compliance professional within commodities, energy, or trading sectors.
- Hold a Bachelor's degree in a relevant field i.e. law / regulatory risk / compliance; an advanced degree and professional certification is a plus.
- A demonstrable track record of identifying and delivering commercial outcomes through legal and regulatory risk/compliance expertise.
- Entrepreneurial with strong horizon scanning and market analysis capabilities.
- Exceptional ability to interpret, digest, and communicate complex regulations in a practical, actionable manner.
- Detail-oriented, capable of working through high volumes of regulatory material.
- Deep understanding of European regulatory frameworks, with specific expertise in the commodities sector to drive an agenda forward.
- Able to demonstrate proactiveness and adaptability to assess theoretical knowledge and translate it into tangible business applications.
- The gravitas and ability to win and maintain the confidence of senior stakeholders and build trusted relationships.
- Technical and/or commercial understanding of retail and wholesale power markets, with knowledge of natural gas, carbon and refined oil products (light-ends, middle-distillates, heavies and biofuels) markets being a significant advantage.
