Petrofac is seeking a Cost Engineer 3 - Contractor for 12 months based in Aberdeen, UK. The role is outside IR35 and we invite Limited Companies to engage.

Scope of Work:

  • Provide cost management and control across EPC contracts.
  • Create the Cost Breakdown Structure (CBS) and apply the standard phase template in the mpower system.
  • Maintain the Client sections of the CBS which holds pertinent information such as Purchase / Service Order (PO / SO) number and value.
  • Maintain the Change Request register in mpower via the Project Change Request section of the system and incorporate this change into the relevant budget section / forecast.
  • Populate budgets at phase level as per the Client approved Estimate / Change Request.
  • Add, amend and maintain rates (Schedule or PAF) within the system to produce Estimates / Value of Work Done (VOWD) and Forecasts.
  • Monitor and issue weekly time writing and commitment reports to the team.
  • Compile and issue monthly VOWD to the Commercial department.
  • Review, code and approve requisitions in line with approved budgets.
  • Track requisitions against budget to ensure accurate forecasting and the avoidance of cost over-runs.
  • Regularly review VOWD, phasing and forecasts and take corrective action if required.
  • Highlight areas of concern with recommended solutions i.e. Change Management.
  • Frequently liaise with Engineering Disciplines / Project Manager / Supply Chain to assist with the monitoring and control of budgets and engage in close out activities where required.
  • Frequently liaise with Planning Engineers to ensure accurate forecast phasing of manhours.
  • Provide monthly cost reports with cost expenditure, forecast and phasing information as per the agreed scope.
  • Hold regular Internal and External cost reviews with narrative, to present the cost position at a point in time.
