Main Purpose of the Role

Key Responsibilities

  • You will lead a team focused on delivery of the Local Housing Strategy 2022-27, the update which is due to commence, and the Council's Strategic Housing Investment Plan.
  • You will manage the Affordable Housing Investment Programme, working with partners and across Council teams to direct investment in affordable housing to meet housing priorities identified across Perth and Kinross and help deliver over 210 new affordable homes a year, including the identification of sites, community consultation and new build programmes.
  • Provide high-level, broad-ranging policy advice on complex issues to the senior management team and prepare responses to national and local policy consultation papers.
  • Be responsible for personnel matters including ensuring adherence to HR policies and encouraging and supporting staff development.
  • Provide leadership and support to members of the team in carrying out their duties and taking forward their work.

Qualifications & Experience

  • Degree and/or diploma or relevant professional qualification in a related subject.
  • Substantial experience in housing strategy and housing development.
  • Planning and organisational skills to lead others in developing and implementing strategic plans and policy.
  • Analytical skills to assess complex information and develop strategies.
  • Strong capability to represent the Council externally and communicate effectively to stakeholders.
  • Valid driving licence (required to travel across Perth and Kinross).
