Main Purpose of the Role
We are looking for an exceptional experienced Service Manager to lead and manage the delivery of our Capital Projects as part of our Property Services division (excluding housing). You will have sound knowledge and experience of Property Services, procurement and cost management to ensure the effective delivery of a wide and varied range of Capital Projects. You will demonstrate a pro-active approach to ensure the best use of resources at all times, be aware and take advantage of opportunities available to support and continually improve the service. You will deliver on all relevant areas of Property Services and work closely with the Property Services Management Team to embrace a joined-up approach to delivering on the Council's aims and objectives and the continual improvement and transformation of Property Services within Perth & Kinross Council. This is a vital role where you will be responsible for the leadership, professional direction and effective management of all Projects teams for delivering Projects across our non-domestic Property Estate.
Skills & Experience Required
- Experience in the development and implementation of alternative ‘best value’ procurement models for the delivery of services aligned to the Project Delivery function.
- Experience in Project Delivery and the ability to successfully deliver new build, refurbishment and demolition Projects of various levels of complexity.
- Demonstrated experience of leading and managing Projects within the Property estate to address immediate priorities and deliver positive outcomes aligned to the Councils Corporate objectives.
- Evidence of sound knowledge and experience of working with multi-disciplinary teams as part of an efficient and effective delivery model.
- Ability to work under pressure to ensure delivery of priority services.
- Experience and knowledge of a Property Management System; essential as part of this role.
- Degree qualified or hold an equivalent qualification in a relevant subject area and the ability to demonstrate experience of leading and managing services and multi-disciplinary teams.
- Passionate, ambitious, collaborative and resilient, with a track record of delivering results.
- Experience in achieving excellent customer services and the ability to demonstrate an approach towards managing a wide range of Capital Projects.

- Valid driving licence – required for travel across Perth and Kinross.

Employment Conditions
Our full-time employees work on site for a minimum of 2 days per week with the arrangements for part-time employees being agreed on a basis which will ensure that they benefit to an equivalent degree.
